《国家危险废物名录》自1998年首次发布,历经2008年和2016年2次修订,2020年对名录做了新的修订,将在2021年1月生效实施。
2021版名录对部分危险废物类别进行了增减、合并以及表述的修改。共计列入467种危险废物,较2016年版《名录》减少了12种。新增豁免16个种类危险废物,豁免的危险废物共计32个种类,包括废铁质油桶利用、废酸废碱利用、土壤治理产生的污染土壤等。
《名录》特别提出“在环境风险可控的前提下,根据省级生态环境部门确定的方案,实行危险废物‘点对点’定向利用”。预示着在“点对点”定向利用豁免管理实施过程中,各省级生态环境部门将结合各地实际制定实施细则,组织开展相关工作。
本次《名录》修订新增减了部分危险废物以及部分废物代码发生了变化,地方生态环境部门和企业需要做好《名录》实施与危险废物管理计划、转移联单、排污许可证等环境管理制度的衔接工作。
为深化改革、落实国务院“放管服”任务,对《建设项目环境影响评价分类管理名录》进行了修订。在正文做出了三个方面的修改,主要包括名录之外无环评的原则、改扩建(不涉及主体工程)的环评类别按照工程内容确定等。
在表格方面,新版名录对照《国民经济行业分类》及排污许可制度,改动了80%的行业,其中涉及简化的行业约60%;可以通过排污许可登记管理的或环境影响很小的行业不再填报环境影响登记表,共涉及40个二级行业;引入“工业建筑”概念,新增5小类生态影响型行业纳入环评管理;收严部分项目,如印刷行业等。
优先控制化学品名录(第二批)收录了甲苯、多环芳烃类物质、全氟辛酸(PFOA)等18种固有危害属性较大、环境中可能长期存在的并可能对环境和人体健康造成较大环境风险的化学品。对列入《优先控制化学品名录》的化学品,采取纳入环境管理名录、实行限制措施(包括限制使用和鼓励替代)以及实施清洁生产审核及信息公开制度中的一种或几种风险管控措施,最大限度降低化学品的生产、使用对人类健康和环境的重大影响。
新办法将电梯从高耗能特种设备范围中剔除。引入了能效指标要求,对不符合能效指标要求的高耗能特种设备,将不予办理使用登记。
公告要求我国全面禁止进口固体废物,生态环境部将不再审批、发放限制进口类可用作原料的固体废物进口许可证。对于海关特殊监管区域和保税监管场所内单位产生的未复运出境的固体废物、海关特殊监管区域和保税监管场所外开展保税维修和再制造业务单位生产作业过程中产生的未复运出境的固体废物,均按照国内固体废物相关规定进行管理。
公告自2021年1月1日起施行,新《固废法》第二十四条规定的“国家逐步实现固体废物零进口”自此以后将得到完全落实。

生态环境部:全国碳排放权交易管理办法(试行)(征求意见稿)和全国碳排放权登记交易结算管理办法(试行)(征求意见稿)
习近平总书记强调,充分运用市场化手段,完善资源环境价格机制是提高环境治理水平的重要手段;在2020年第七十五届联合国大会一般性辩论上,提出“采取更加有力的政策和措施…努力争取2060年前实现碳中和”。作为利用市场机制控制温室气体排放的重大制度创新,原碳排放权交易的管理暂行办法已不能适应新的形势变化,有必要作出调整和完善。
《全国碳排放权交易管理办法(试行)(征求意见稿》适用于重点排放单位在全国碳排放权交易市场开展的排放配额等交易以及排放报告与核查、排放配额分配、排放配额清缴等活动。办法规定重点排放单位可使用国家核证自愿减排量(CCER)或生态环境部另行公布的其他减排指标,抵消其不超过 5%的经核查排放量。用于抵消的 CCER 应来自可再生能源、碳汇、甲烷利用等领域减排项目,在全国碳排放权交易市场重点排放单位组织边界范围外产生。
上海市:关于做好上海市2020-2021年秋冬季大气污染综合治理攻坚行动相关工作的函
根据《上海市清洁空气行动计划(2018-2022年)》以及减煤、减硝、治柴、消重等专项行动的既有任务分工,对《长三角地区2020-2021年秋冬季大气污染综合治理攻坚行动方案》(环大气[2020]62号)中涉及上海市的35条任务进行了职责分工,形成了《上海市2020-2021年秋冬季大气污染综合治理攻坚行动任务清单》。
山东省:关于印发山东省落实《京津冀及周边地区、汾渭平原2020—2021年秋冬季大气污染综合治理攻坚行动方案》实施细则的通知
《实施细则》结合《京津冀及周边地区、汾渭平原2020—2021年秋冬季大气污染综合治理攻坚行动方案》,对济南、淄博、济宁等7个传输通道城市分阶段提出了空气质量改善目标要求,同时也对9个非传输通道城市提出达到相应年度空气质量改善目标的要求。
《天津市重污染天气应急预案》自2013年10月颁布以来,2014年至2019年逐年修订,本次修订突出了工业企业精准减排,实施绩效分级;突出了保障类项目行业统筹,将1100余家涉及国家战略性产业、重点外贸、整车配套企业,1200余家对环境影响小、吸纳劳动力较多的小微企业等一并纳入豁免范围。

State of Council: the Action Plan for Carbon Dioxide Peaking Before 2030
为贯彻落实《中共中央 国务院关于完整准确全面贯彻新发展理念做好碳达峰碳中和工作的意见》要求,国务院近日印发了《2030年前碳达峰行动方案》。
意见是党中央对碳达峰碳中和工作的系统谋划和总体部署,覆盖碳达峰、碳中和两个阶段。方案是碳达峰阶段的总体部署,在目标、原则、方向等方面与意见保持有机衔接的同时,更加聚焦2030年前碳达峰目标,相关指标和任务更加细化、实化、具体化。《方案》里面列出了“碳达峰十大行动”,这十大行动是方案最核心的部分。

3.工业领域碳达峰行动
4.城乡建设碳达峰行动
5.交通运输绿色低碳行动
6.循环经济助力降碳行动
7.绿色低碳科技创新行动

从顺序来看,实现碳达峰最重要的依次为能源低碳化、节能和产业结构调整。
政策保障方面,方案提出建立统一规范的碳排放统计核算体系;构建有利于绿色低碳发展的税收政策体系,完善绿色电价政策;建设全国用能权交易市场等。
In order to implement the requirements of the “Opinion of Central Committee of the Communist Party of China and the State Council on implementation of the New Development Philosophy in carbon Peaking and Carbon Neutrality”, the State Council recently issued the “the Action Plan for Carbon Dioxide Peaking Before 2030.”
The Opinion is a systematic and overall planning of Carbon Dioxide Peaking and Carbon Neutrality, covering two stages of Carbon Dioxide Peaking and Carbon Neutrality. While the Action Plan is the overall deployment of the Carbon Peaking phase. It aligns with the Opinion in terms of objectives, principles and directions, but focuses more on the Carbon Peaking target by 2030, with more detailed and practicable indicators and tasks. The Action Plan lists the “Top Ten Actions to Achieve Carbon Peaking”, which is the core part of the Program.

Ten actions are ranked per their contribution to achieving carbon peaking, i.e. the most important actions are energy low-carbonization, energy conservation, and industrial structure adjustment sequentially.
In terms of safeguard measures, the plan proposes to establish a unified and standardized carbon emission accounting system, build a tax policy system in favor of green and low-carbon development, improve the green electricity pricing policy and build a national energy quota trading market.
生态环境部:关于在产业园区规划环评中开展碳排放评价试点的通知
Ministry of Ecology and Environment: Notice on Carrying out Pilot Carbon Emission Assessment in the Planning Environmental Impact Assessment (EIA) of Industrial Parks
为贯彻落实《环境影响评价与排污许可领域协同推进碳减排工作方案》要求,探索在产业园区规划环评中开展碳排放评价的技术方法和工作路径,生态环境部选取具备条件的产业园区,在规划环评中开展碳排放评价试点工作。试点产业园区名单(第一批)包括江宁经济技术开发区、常熟经济技术开发区、宁波石化经济技术开发区等7个国家级和省级产业园区,分别位于江苏、浙江、重庆、山西和陕西省。
通知要求整体试点工作在2022年11月底前完成。
To implement the requirements of the “Work Plan for Collaborative Promotion of Carbon Emission Reduction in the Field of Environmental Impact Assessment and Pollutant Discharge Permit”, and explore the technical methods and work process to incorporate carbon emission assessment in the planning EIA of industrial parks, MEE selects a few industrial parks to pilot the carbon emission assessment in planning EIA process. The list of pilot industrial parks (the first batch) includes 7 national and provincial industrial parks including Jiangning Economic and Technological Development Zone, Changshu Economic and Technological Development Zone, Ningbo Petrochemical Economic and Technological Development Zone, located in Jiangsu, Zhejiang, Chongqing, Shanxi and Shaanxi Province respectively.
The Notice requires that the pilot projects should be completed by the end of November 2022.
生态环境部:关于印发《2021-2022年秋冬季大气污染综合治理攻坚方案》的通知
Ministry of Ecology and Environment: Comprehensive Program to Combat Air Pollution in the Autumn and Winter of 2021-2022
自2017年起,生态环境部连续4年开展秋冬季大气污染综合治理攻坚行动,覆盖范围在京津冀及周边地区“2+26”城市、汾渭平原城市以及长三角地区。今年是第5年实施秋冬季大气污染攻坚行动。今年的覆盖范围在京津冀及周边地区“2+26”城市、汾渭平原城市基础上,增加河北北部、山西北部、山东东部和南部、河南南部部分城市,但是排除了长三角地区。
《方案》的主要目标是,秋冬季期间(2021年10月1日至2022年3月31日),各城市完成PM2.5浓度控制目标和重度及以上污染天数控制目标(附件1),根据测算,攻坚区域内相关城市2021-2022年秋冬季PM2.5平均浓度同比下降4.0%,重污染天数平均每个城市减少2.0天。
《方案》提出15项具体措施,主要思路是落实减污降碳总要求,以减少重污染天气和降低PM2.5浓度为主要目标,抓住产业、能源、运输结构调整三个关键环节,坚决遏制“两高”项目盲目发展。
Since 2017, MEE has been launched combating programs to tackle air pollution in autumn and winter for four consecutive years, covering “2+26” cities in Beijing-Tianjin-Hebei and surrounding areas, cities in the Fenwei Plain and the Yangtze River Delta. This is the fifth year that the air pollution combating Action Plan in autumn and winter has been implemented, which covers all the “2+26” cities in the Beijing-Tianjin-Hebei region and surrounding areas, and cities in the Fenwei Plain, with the addition of some cities in northern Hebei Province, northwestern Shanxi Province, eastern and southern Shandong Province, and southern Henan Province, but excludes the Yangtze River Delta region this year.
The main goal of the Plan is for each city is to reach the control target of PM2.5 concentration and heavy or above heavy polluted days (Annex 1) during the autumn and winter period (October 1, 2021 to March 31, 2022). On average, PM2.5 concentration in relevant cities in the tackling area will decrease by 4.0% year-on-year in autumn and winter from 2021 to 2022, and the number of days of heavy pollution will decrease by 2.0 days for each city.
The plan proposes 15 specific measures, whose main idea is to implement the general requirements for reducing pollution and carbon emission. The plan sets the main goals of reducing heavy polluted weather and PM2.5 concentration, focuses on the three key areas in industry, energy and transportation structure adjustment, and resolutely curbs the blind development of projects with high energy consumption and high emission.
生态环境部:重点排污和环境风险管控单位名录管理规定(征求意见稿)

在原《重点排污单位名录管理规定(试行)》基础上修订。
新规定将管理对象划分为重点排污和环境风险管控两大类,其中重点排污单位包括大气、水重点排污单位,环境风险管控单位包括大气、水、土壤和其他四类。规定明确了重点排污单位筛选的污染物种类,实行差别化的筛选条件,针对性解决法律法规中对重点排污单位和重点环境风险管控单位的不同筛选和监管要求。
The Provisions is revised on the basis of the original provisions on the administration of the list of key pollutant discharge units.
The new Provisions divides the management objects into two major categories: key pollution discharge and environmental risk control. The key pollution discharge units include air and water key pollution discharge units, and the environmental risk control units include Air, Water, Soil and Others four categories. The Provisions clarifies the types of pollutants screened by key pollutants, implements differentiated screening conditions, and specifically addresses the different screening and supervision requirements for key pollutants and key environmental risk control units in laws and regulations.

新修订的《固废法》明确提出“产生工业固体废物的单位应当取得排污许可证”要求。为落实法律要求,通知制定了工业固体废物纳入排污许可证相关管理要求、实施步骤、关注重点。
为了统一规范工业固废纳入排污许可证的技术要求,环保部制定了固废技术规范,替代已发布的含有工业固废要求的45 个技术规范(见附表 1)中相关内容。
按照平稳延续原则,对通知发布前已经取得排污许可证单位,不强制要求其在排污许可证有效期内申请变更以增加工业固废内容,而是通过排污许可证到期延续或由于其他原因申请变更时一并将工业固废内容纳入方式。
The newly revised “Law of the People’s Republic of China on the Prevention and Control of Solid Waste Pollution” clearly puts forward the requirement that “units producing industrial solid waste shall obtain a pollutant discharge permit.” In order to implement the legal requirements, the notice formulates the relevant management requirements, implementation procedures, as well as the focus of industrial solid waste incorporated in the pollutant discharge permit.
In order to unify the technical requirements for the incorporation of industrial solid waste in the pollutant discharge permit, the Ministry of Ecology and Environment has formulated the Technical Specification for Solid Waste to replace the relevant content in the 45 issued technical specifications (see Appendix 1) that contain industrial solid waste requirements.
According to the principle of smooth continuation, the units that have obtained the pollutant discharge permit before the notice is issued are not required to apply for change within the validity period of the PDP to increase the content of industrial solid waste, but to incorporate the content of industrial solid waste when applying for the continuation of period when the PDP expires or when applying for changes for other reasons.
Ministry of Ecology and Environment: Action Plan for New Pollutant Governance (Draft for Consultation)
新污染物一般是指新近发现或被关注,对生态环境或人体健康存在风险,尚未纳入管理或者现有管理措施不足以有效防控其风险的污染物。为明确“十四五”时期及今后一个时期新污染物治理工作目标和具体任务措施,编制本方案。
针对新污染物,方案提出的行动举措包括建立健全化学物质环境风险管理法规制度体系,完善环境风险评估与管控制度;开展新污染物环境调查监测和环境风险评估,识别重点管控的新污染物,动态发布重点管控新污染物清单;实施新污染物全生命周期环境风险管控,包括严格涉新污染物产品源头管控、加强生产和使用过程控制、强化大气、水、土壤等多环境介质新污染物协同治理等措施。
方案以附件形式发布了第一版《重点管控新污染物清单(2021 年版)》,首批收录了抗生素、PFOS、PFOA、甲醛和乙醛等三类28种物质。
New pollutants generally refer to newly discovered or concerned pollutants that have risks to the ecological environment or human health, which have not been incorporated into the management objectives, or that the existing management measures are not sufficient to effectively prevent and control their risks. This plan is prepared to clarify the objectives, specific tasks and measures for the treatment of new pollutants during and after the 14th Five-Year Plan period.
For new pollutants, the measures proposed in the plan include:
· Establish and improve the legislation system for chemical environmental risk management, and improve the environmental risk assessment and control system;
· Carry out environmental investigation and monitoring of new pollutants and environmental risk assessment, identify new pollutants subject to key control, and dynamically update the new pollutants subject to key control;
· Implement the full life cycle environmental risk management and control of new pollutants, including strictly control the source of products involving new pollutants, strengthen the control of production and utilization process, and strengthen the collaborative treatment of new pollutants in multiple environmental media such as atmosphere, water and soil.
The first version of the list of new pollutants subject to key control (2021 version) was released as an Annex. The first batch included 28 substances in three categories: antibiotics, PFOS, PFOA, formaldehyde and acetaldehyde.

The Notice puts emphasis on the early warning period of heavily polluted weather, the prohibition or restriction of pollutant discharge and related environmental management requirements stipulated by the state. The pilot program clearly incorporates emission reduction measures for special periods in the pollutant discharge permit, implements pollutant discharge requirements, establishes an environmental management accounting platform and a reporting system for special periods, and strengthens the supervision of PDP during special periods.

During the “13th Five-Year Plan” period, EIA and pollutant discharge permit (PDP) systems promoted the reform of “Simplification and Decentralization”, strictly enforced ecological access control, and strengthened during and post-event supervision. The “14th Five-Year” EIA and PDP reform Plan will implement the tasks and objectives set by the “14th Five-Year” Ecology and Environment Protection Plan, promote the synergy of pollution reduction and carbon reduction, apply and improve the ecological environment zoning management oriented by “Ecological Protection Red Line, Environmental Quality Bottom Line, Resource Utilization Upper Limit and Ecological Environment Impact Access List”, and continuously improve the efficiency of EIA process in key fields and key industries.
广东省:关于做好建设项目挥发性有机物(VOCs)排放削减替代工作的补充通知
Guangdong Province: Supplementary Notice on the Reduction and Substitution of Volatile Organic Compounds (VOCs) Emissions in Construction Projects.
通知结合《广东省生态环境厅关于做好重点行业建设项目挥发性有机物总量指标管理工作的通知》(粤环发[2019]2号),补充了技改或改扩建项目VOCs排放总量替代有关要求,以及原有项目VOCs排放总量不明确、违法增加生产线或生产工序情况的年排放量认定等要求。
In combination with the “Notice of the Guangdong Provincial Department of Ecology and Environment on Effectively Conducting the Management of Total Volatile Organic Compounds Indicators for Construction Projects in Key Industries”(Yue Huan Fa[2019]2), the Notice supplements the relevant requirements for the replacement of total VOCs emissions in technical transformation or reconstruction and expansion projects, as well as the requirements for the identification of annual emissions due to unclear total VOCs emissions from original projects and illegal increase of production lines or production processes.

本次修订创设了风险防控和社会共治两个章节,加强全过程风险防控,推动并保障社会各方主体共同发挥作用,参与安全治理。
本次修订因应上位《安全生产法》的变化,要求企业按照生产安全事故的发生概率及后果严重程度,开展安全风险分级管控。
本次修订还对危险作业管理、变更管理、外包管理、重大危险源管理等关键环节增设了制度规范;同时,增加多项行政处罚、实行单位个人双罚制、实施信用惩戒、拓展行刑衔接、引入公益诉讼,用法律手段促使责任履行。
The revision creates two chapters on risk prevention and control and social governance to strengthen the whole process of risk prevention and control, and to promote and protect the role of all social actors to participate in safety governance.
The revision responds to the changes in “Work Safety Law”, which requires enterprises to carry out safety risk grading and control according to the probability of production safety accidents and the severity of the consequences.
This revision also adds systems and specifications for key links such as hazardous operation management, change management, outsourcing management and major hazard source management. At the same time, the revision increases a number of administrative penalties, implements credit punishment and the double punishment system for entities and individuals, expands the connection of administrative and criminal procedures, introduces public interest litigation, and promotes the performance of responsibilities by legal means.
浙江省:关于深化长三角生态绿色一体化发展示范区环评制度改革的指导意见(试行)
Zhejiang Province: Guiding Opinions on Deepening the Reform of the Environmental Impact Assessment System in the Yangtze River Delta Ecological and Green Integrated Development Demonstration Area (Trial)
意见在长三角生态绿色一体化发展示范区内实施,包括上海市青浦区、江苏省苏州市吴江区、浙江省嘉兴市嘉善县,两区一县合计2413平方公里辖区面积。
《指导意见》主要包括四大方面14条具体措施。一是强化规划环评与项目环评联动。二是实施项目环评管理“正面清单”制度。三是做好环评制度与相关生态环境制度的统筹衔接。提出了探索“两证联办”模式、协同落实降碳目标、强化“三线一单”应用等3项措施。四是加强事中事后环境监管。
意见将于2021年11月15日实施。
The Opinions will be implemented in the Yangtze River Delta ecological and green integrated development demonstration area, including Qingpu District in Shanghai Municipality, Wujiang District of Suzhou Municipality in Jiangsu Province and Jiashan County of Jiaxing Municipality in Zhejiang Province, , which occupies 2,413 square kilometers of jurisdictional area.
The Guiding Opinions mainly includes 4 aspects and 14 specific measures. First, it strengthens the linkage between planning EIA and project EIA. Second, it implements the “Positive List” system of project EIA management. Third, it effectively conducts the overall transition between the environmental assessment system and relevant ecological environment systems. It proposes 3 measures, including exploring the modes of “joint handling of two certificates”, coordinating the implementation of carbon reduction objectives, and strengthening the application of “Ecological Protection Red Line, Environmental Quality Bottom Line, Resource Utilization Upper Limit and Ecological Environment Impact Access List”. Fourth, it strengthens environmental supervision during and after the construction of the project.
The Opinions will be implemented on November 15, 2021.

根据《环境影响评价法》第24条,建设项目的环境影响评价文件经批准后,建设项目发生重大变动的,建设单位应当重新报批建设项目的环境影响评价文件。
为了明确重大变动的定义,2015年至2019年间环保部陆续发布了火电、制浆造纸等29个行业建设项目重大变动清单,但对于未发布重大变动清单的其它行业,一直缺少有效的判定依据,严重制约了建设项目审批和监管效能。在此背景下,生态环境部制定了综合重大变动清单,覆盖尚未发布重大变动清单的行业污染影响类建设项目,对建设项目性质、规模、地点、生产工艺和环境保护措施五个因素变动情况尽可能给出定量的判定依据,减少主观判断,提高清单的可操作性。
根据关于做好环境影响评价制度与排污许可制衔接相关工作的通知,环办环评[2017]84号,发生变动但不属于重大变动情形的建设项目(环评文件在2015年1月1日(含)后获得批准的),非重大变动内容可在后续的排污许可证核发时处理,排污许可证核发部门按照污染物排放标准、总量控制要求、环境影响报告书(表)以及审批文件从严核发。

《长江保护法》包括总则、规划与管控、资源保护、水污染防治、生态环境修复、绿色发展、保障与监督、法律责任和附则9章,共96条。这是我国第一部流域法律,为实施流域综合治理提供了法律依据。对于适时推进黄河流域立法,以及其他流域立法具有重要借鉴意义。
《长江保护法》特别要求禁止在长江干支流岸线一公里范围内新建、扩建化工园区和化工项目;禁止在长江干流岸线三公里范围内和重要支流岸线一公里范围内新建、改建、扩建尾矿库;长江干流和重要支流、大型通江湖泊、长江河口规定区域等重点水域全面禁止天然渔业资源的生产性捕捞,即使收购、加工、销售前款规定的渔获物的,也将受到严厉的处罚。

《化学物质环境与健康危害评估技术导则(试行)》规定了化学物质环境与健康危害评估的工作程序、评估内容、基本方法和技术要求。适用于化学物质的环境与健康危害评估。
《化学物质环境与健康暴露评估技术导则(试行)》规定了化学物质环境与健康暴露评估原则、程序及方法。适用于化学物质的环境与健康暴露评估。
《化学物质环境与健康风险表征技术导则(试行)》规定了化学物质环境风险表征和经环境间接暴露导致的健康风险表征的原则、程序和技术要点。适用于在化学物质环境危害评估及暴露评估基础上,分析判别化学物质对生态环境造成风险的程度;以及在化学物质健康危害评估及暴露评估基础上,分析判别化学物质经环境暴露对人体健康造成风险的程度。
为实施饮料纸基复合包装生产者责任延伸制度,依据《中华人民共和国固体废物污染环境防治法》及《国务院办公厅关于印发<生产者责任延伸制度推行方案>的通知》有关要求,特制定该实施方案。目标是到2025年废弃饮料纸基复合包装的资源化利用率力争达到 40%。

立法草案
国家卫生健康委:建设项目职业病危害风险分类管理目录(征求意见稿)
本征求意见稿是对《建设项目职业病危害风险管理目录(2012年版)》(安监总安健[2012]73号)的修订。征求意见稿取消了较重职业危害的建设项目的分类,调整后仅保留一般和严重两个类别。
征求意见稿对行业类别做了很大程度的细化,与国民经济行业分类(GB/T 4754-2017)口径统一。另外,新增建筑业、医院、农业、林业、渔业等类别。
最新地方性法规
本细则适用于重庆市生产安全事故应急预案的编制、评审、公布、备案、实施及监督管理工作。
本条例适用于广东省行政区域内的江河、湖泊、运河、渠道、水库等地表水体和地下水体的污染防治,不适用于海洋污染防治。条例对工业水污染、城镇水污染、农业和农村水污染、船舶水污染这水污染防治四个重点领域进行了全面的强化和细化。
条例实施后,《广东省跨行政区域河流交接断面水质保护管理条例》《广东省饮用水源水质保护条例》《广东省东江水系水质保护条例》《广东省韩江流域水质保护条例》《广东省西江水系水质保护条例》同时废止。
广东省:关于加强工业制造业企业使用危险化学品安全管理工作的通知
通知针对工业制造业企业使用危险化学品安全管理工作,从制度建设、现场管理等六个方面制定了12项管理措施。
附件《重点环节领域使用危险化学品安全管理指引》结合相关法规标准,对液氨制冷、喷涂作业、挥发性有机溶剂的使用、气体类危险化学品的使用、环氧乙烷的使用、氯气的使用、电镀化学品的使用、钢铁企业煤气的使用、水煤气的使用、危险化学品储存柜、危险化学品的废弃处置等12类作业提出了细化要求。
规定全文共六章四十条,从企业有限空间作业制度建设和现场作业两个层面作出详细具体的要求。
《江苏省水污染防治条例》立法始于2018年,将于2021年5月1日起施行。适用于江苏省行政区域内的江河、湖泊、运河、渠道、水库等地表水体和地下水体的污染防治,不适用于海洋污染防治。
条例在上位法的基础上补充了一些具体的管理要求,例如化工、电镀等企业应当将初期雨水收集处理,不得直接排放;禁止在长江干支流岸线规定范围内新建、扩建化工园区和化工项目;禁止工业企业、宾馆、餐饮、洗涤等企业事业单位以及个人使用各类含磷洗涤用品等。
通知对上海市实验室危险废物的安全收运处置提出了具体管控要求。
其中明确规定实验室危险废物的清运频次应根据年产生量确定等等。

生态环境部办公厅:关于开展重点行业建设项目碳排放环境影响评价试点的通知
Ministry of Ecology and Environment (MEE): Notice on Launching Pilot Projects of Carbon Emissions Environmental Impact Assessment of Construction Projects in Key Industries
2021年7月21日,生态环境部办公厅发布《关于开展重点行业建设项目碳排放环境影响评价试点的通知》,组织河北、吉林、浙江、山东、广东、重庆、陕西等部分省份开展电力、钢铁、建材、有色、石化和化工等重点行业建设项目碳排放环境影响评价试点,以摸清重点行业碳排放水平和减排潜力,探索形成建设项目污染物和碳排放协同管控评价技术方法,打通污染源与碳排放管理统筹融合路径,从源头实现减污降碳协同作用。试点目标到2021年12月底前,试点地区发布建设项目碳排放环境影响评价相关文件。本次试点主要开展建设项目二氧化碳(CO2)排放环境影响评价,有条件的地区还可开展以甲烷(CH4)、氢氟碳化物(HFCs)等其他温室气体排放为主的建设项目环境影响评价试点。
在本通知发布之前,重庆市、福建省福州市以及浙江省先后发布了各自的建设项目碳排放评价编制指南,除了重庆市试点范围与国家确定的重点行业相同,福州市和浙江省都增加了试点的重点行业范围。随着通知发布的《重点行业建设项目碳排放环境影响评价试点技术指南(试行)》,预计其它试点地区很快也会明确符合地方特点的重点行业,并发布相应的试点办法和导则。
On July 21, 2021, MEE issued the “Notice on Launching the Pilot Project of Carbon Emission Environmental Impact Assessment (EIA) of Construction Projects in Key Industries”. Organizing together with Hebei, Jilin, Zhejiang, Shandong, Guangdong, Chongqing and Shaanxi province to carry out Carbon Emission EIA pilot project in following key industries (i.e. power generation, steel, building material, non-ferrous metal, petrochemical and chemical industrial sectors). The objective is to investigate and understand these key industries carbon emission levels and their carbon emission reduction capabilities; to explore a coordinated control evaluation methods for pollutants and carbon dioxide emission during project construction; to establish a path for the combined management of the sources of pollution and carbon emission; and eventually will synergize to achieve the reduction of pollution and lower carbon emissions at its source. The government of pilot project provinces shall issue relevant construction projects carbon emission EIA document by the end of December 2021. As for these pilot projects, the focus point will be on carbon dioxide (CO2) EIA. However, when conditions permit, those pilot project province should also carried out methane (CH4), hydrofluorocarbons (HFCs) and other greenhouse gas emissions EIA.
Before the issuance of this notice, Chongqing City, Fuzhou City of Fujian Province and Zhejiang Province successively issued their own construction project carbon emission evaluation guidelines. The target industries in Chongqing City guideline is the same industries identified by the MEE, while Fuzhou City and Zhejiang Province have expanded their target industries to meet MEE Notice. Following the announcement of the “Key Industry Construction Project Carbon Emission Environmental Impact Assessment Pilot Technical Guidelines (Trial)”, it is expected that government of other pilot provinces will soon identify key industries that fulfil local characteristics and release corresponding pilot project methods and guidelines.

根据生态环保部第12号令《新化学物质环境管理登记办法》和第51号令《新化学物质环境管理登记指南》的要求,将氧硫化碳、氢氧化铯等8种化学物质增补列入《名录》。
根据《新化学物质环境管理登记办法》,未列入《名录》的化学物质为新化学物质,实行环境管理登记制度。
In accordance with the requirements of the MEE Order No. 12 “Measures for the Environmental Management Registration of New Chemical Substances” and Order No. 51 “Guidelines for the Environmental Management Registration of New Chemical Substances”, 8 chemical substances including carbon oxysulfide and cesium hydroxide were added to the “List”.
According to the “Measures for Environmental Management and Registration of New Chemical Substances”, chemical substances that are not included in the “List” are new chemical substances, and environmental management registration shall applied.
水利部:生产建设项目水土保持方案管理办法 (修订草案征求意见稿)
Ministry of Water Resources: Management Measure for Water and Soil Conservation Plans of Production and Construction Projects (Revised Draft for Consultation)
草案修订了2017年的水利部第5号令《开发建设项目水土保持方案编报审批管理规定》。
草案适用于项目水土保持方案编报、审批、实施、验收和监督管理,分为总则、编报和审批、实施和验收、监督检查、法律责任、附则等6章,共30条。
草案要求征占地面积在5公顷以上或者挖填土石方总量在5万立方米以上的项目,应当编制水土保持方案报告书;征占地面积在5公顷以下且挖填土石方总量在5万立方米以下的项目,应当编制水土保持方案报告表;征占地面积不足0.5公顷且挖填土石方总量不足1千立方米的项目,免于编报水土保持方案报告表。
要求生产建设单位应当在项目申请报告核准或者可行性研究报告批复之后、开工建设之前完成水土保持方案编报手续。
The draft revised the No.5 Order of Ministry of Water Resources on “Regulation on the Compilation, Reporting and Approval of Soil and Water Conservation Plans for Development and Construction Projects (2017 Modification)”. This draft is applicable to the compilation, approval, implementation, acceptance, supervision and management of project’s soil and water conservation plan. It is divided into six chapters, including general provisions, compilation and approval, implementation and acceptance, supervision and inspection, legal responsibilities, and supplementary provisions, with thirty articles.
According to the draft, projects with an area of: More than 5 hectares or a total amount of earthwork more than 50,000 cubic meters, entity shall draft a water and soil conservation plan full report; Less than 5 hectares and a total amount of earthwork less than 50,000 cubic meters, entity shall draft a water and soil conservation plan form; Less than 0.5 hectares and a total amount of earthwork less than 1,000 cubic meters, entity are exempt to draft a water and soil conservation plan form.
After the new project approved or the approval of the feasibility study obtained, the production and construction entities are required to complete the preparation and reporting procedures for their water and soil conservation plan, just before construction started.
上海市:发展和改革委员会关于印发上海市2021年节能减排和应对气候变化重点工作安排的通知

通知制定了2021年上海市节能减排降碳工作主要目标、2021年重点用煤单位煤炭消费控制目标、2021年区级政府节能目标和2021年节能减排降碳重点工作任务和分工表。通知从优化产业、能源、交通运输结构、实施节能减排重点工程等7个方面提出28项实施措施。

广东省在2021年没有发布新的VOCs防治方案,但发布了重点行业VOCs治理指引,涉及炼油与石化业、化工业、印刷业、表面涂装行业、制药行业、电子元件制造业等12个重点行业的挥发性有机物治理指引,规定了不同运作阶段的强制性和建议性要求,包括源头材料、产污环节、无组织排放控制、末端治理等具体内容。
广东省生态环境厅要求各地级以上市生态环境局督促指导涉VOCs重点监管企业对照治理指引编制VOCs深度治理手册,查漏补缺,整改提升,推进企业高效治理。
Guangdong Province did not issue new VOCs prevention and control plan in 2021, however has issued a guidelines for the governance of VOCs in key industries. The guidelines covered 12 key industries which include refinery and petrochemical, chemical, printing, surface coating, pharmaceutical and electronic component manufacturing industries. The guideline stipulates the mandatory and suggestive requirements and content for the different stages of the operation including raw materials at sources phase, pollution phases, fugitive emission control phase, and completion phase.
The Department of Ecology and Environment of Guangdong Province requires local governments to supervise and guide those key regulated VOCs emissions companies to draft their own in-depth VOCs manual in accordance with this government guidelines. They are also to check for any missing or omission information, to rectify and make improvement, and to promote efficient company governance.
Jiangsu Province: Notice on Incorporating the Use and Replacement of Activated Carbon of Pollutant Discharge Entities into Pollutant Discharge Permit Management
通知要求使用吸附法治理挥发性有机物废物的排污单位,应在申请、变更排污许可证时,提供相应的设计方案或验收文件,确认可达标排放或者符合污染防治可行技术。排污单位应根据废气活性炭吸附处理设施设计方案确定活性炭更换周期,并在排污许可证申领填报系统对应废活性炭填报处填报活性炭更换周期,并在附件中上传废气活性炭吸附处理设施设计方案。排污单位无废气处理设施设计方案或实际建设情况与设计方案不符时,参照通知附件中的公式计算活性炭更换周期,并在附件中上传计算过程。
通知要求排污单位应建立环境管理台账记录制度,按排污许可证规定的格式、内容和频次,如实记录废气治理设施活性炭更换情况、废活性炭处置情况等,台账记录保存期限不得少于5年。
The notice requires those pollutant discharge entity who use adsorption method to treat VOCs should provide corresponding design plans or acceptance approval documents when applying or changing Pollutant Discharge Permits (PDP). This is to confirm that the entity can meet the discharge standard or the technology can fulfil the pollution prevention and control. In accordance with the activated carbon adsorption treatment facility design plan, the pollutant discharge entity company shall determine the periodic cycle of the activated carbon replacement, the entity company must fill in the replacement periodic cycle information together with the facility design plan on the PDP Application system. When the entity has no emission treatment facilities design plan or there is discrepancies between the actual construction and the design plan, the entity shall calculate the activated carbon replacement periodic cycle based on the formula listed in the appendix of the notice. The entity also must upload the calculation process in their attachment.
The notice requires the pollutant discharge entity to establish an environmental management recording system which must be in accordance with the format, content and frequency specified in the PDP. The entity shall honestly record the replacement activated carbon period, disposal method of used activated carbon and the archive period for such recording shall not be less than 5 years.
Zhejiang Province: Safety Risk Reporting regulation for Industrial Enterprises in Zhejiang Province
规定适用于金属非金属矿山、冶金、有色、纺织、机械、轻工、建材、烟草企业,纳入许可的危险化学品生产、使用、带储存经营和未纳入许可的化工医药等企业的企业安全风险报告。
规定要求企业应当在本规定施行之日(2021年6月30日)起1个月内完成首次安全风险普查报告,新建企业应当在建设项目竣工验收合格后30天内完成首次安全风险普查报告,涉及危险化学品建设项目的,在试生产前完成报告。要求企业应每季度不少于一次,通过“风险报告系统”如实开展安全风险普查报告,并主动接受负有安全生产监督管理职责部门的监管。要求企业如涉及新改扩建项目或者工艺流程变更、设备设施和物料变更等情形,应及时组织开展安全风险辨识,并在确定或调整安全风险等级、更新安全风险管控清单的基础上,在30天内进行变更报告。
This Safety Risk Reporting regulation applies to metal and non-metal mines, metallurgy, non-ferrous metals, textiles, machinery, light industry, building materials, tobacco enterprises, and Chemical enterprises with hazardous chemical production, utilization and storage permit and without the hazardous chemical permits Chemical Pharmaceutical enterprises.
Enterprises must complete their first general safety risk survey report within one month from the date of implementation of this regulation (June 30, 2021). For new built project, enterprises should complete their first general safety risk survey report within 30 days after the project completion and construction acceptance approval. For those enterprises involving hazardous chemicals product, their first general safety risk survey report shall be completed before their trial production. Enterprises are required to honestly upload the safety risk survey reports through the “risk reporting system” no less than once every quarter, and accept the supervision from relevant safety production supervision department. If Companies are involve in the following situation, are required to quickly organize to identify their safety risk: New built or re-construction of facilities; Amendment in the process flow; and Amendment to the equipment and materials. This is to confirm or adjust the facilities safety risk category and update the safety risk control basis list. This amendment report must submit within 30 days.
生态环境部2021年未发布新的VOCs攻坚治理方案,而是要求对2019年和2020年攻坚治理方案的实施和进展情况进行回顾,对重点任务完成情况和问题整改情况开展“回头看”,对未完成的重点任务、未整改到位的问题,要建立治理台账,加快推进整改工作。
通知要求各地以石化行业,化工行业,涉及工业涂装的汽车、家具、零部件、钢结构、彩涂板等行业,包装印刷行业以及油品储运销为重点,针对挥发性有机液体储罐、装卸、敞开液面、泄漏检测与修复(LDAR)、废气收集、废气旁路、治理设施、加油站、非正常工况、产品VOCs含量10个关键环节中挥发性有机物(VOCs)治理存在的突出问题开展排查整治,并提出了具体治理要求。在源头替代方面,通知要求工业涂装、包装印刷、电子等重点行业要加大低(无)VOCs 含量原辅材料的源头替代力度,加强成熟技术替代品的应用。
与往年攻坚行动方案的实施方法类似,地方政府作为方案的实施主体,将制定具体行动方案,开展回头看和排查整治,关注重点为2019-2020年纳入地方重点行业和重点整治的企业。位于大气污染防治重点区域的地区应于2021年10月底前组织企业自行完成排查工作,并在2022年6月前完成整治;非重点区域的其他地区也被要求于12月底前完成排查工作,并于2022年底前完成整治工作。企业应针对排查问题统筹环保和安全生产要求,制定整改方案,明确具体措施、完成时限和责任人,在此基础上形成行政区域内企业排查清单和治理台账。
The Ministry of ecology and environment has not issued a new VOCs combating action plan in 2021. The notice requires that local governments emphasis on petrochemical industries, chemical industries, industries involving industrial coating including automobile, furniture, parts, steel structure and color coated board, as well as packaging and printing industry and oil storage, transportation and trading industry. The investigation and rectification are carried out focusing on the 10 outstanding obstacles on VOCs control, i.e. (Volatile Organic Liquid Storage Tanks, Loading and Unloading, Open Liquid surface, Leak Detection and Repair (LDAR), Exhaust Gas Collection, Exhaust Gas Bypass, Treatment Facilities, Gas Stations, Abnormal Working Conditions, Products’ VOCs Content, and stipulates the specific rectification requirements. Specially for source substitution, the notice requires strengthening the source substitution with low (no) VOCs content raw materials in key industries such as industrial coating, packaging and printing and electronics and facilitate the application of mature substitution technology.
Similar to the implementation methods of the previous years’ VOCs combating action plans, the local governments are responsible for the implementation of the plan, and develop specific action plans to “look back” and investigate, focusing on the enterprises that were included in the local key industries and key rectification programs in 2019-2020. Local governments of key areas for air pollution control shall organize facilities to complete the self- investigation by the end of October 2021, and complete the rectification by June 2022; other facilities located in non-key areas are also required to complete the investigation by the end of December, and the rectification work shall be completed by the end of 2022. Facilities shall make rectification plans and define specific measures, timeline and responsible persons. The local facility rectification list and plan shall be formulated.
Ministry of Ecology and Environment:List of Controlled Ozone-Depleting Substances in China (Revised Draft for Consultation)
根据《基加利修正案》履约要求,为做好国内履约工作,依法开展HFCs削减和管控,生态环境部组织起草了《中国受控消耗臭氧层物质清单(修订征求意见稿)》。
清单(修订征求意见稿)增收第九类氢氟碳化物共18 种HFCs,要求2024年生产和使用应冻结在基线水平,到2045年削减 80%。
According to the performance requirements of “Kigali Amendment”, in order to effectively conducting domestic performance work and carrying out HFCs reduction and control according to the law, the Ministry of Ecology and Environment organized the drafting of “List of Controlled Ozone-Depleting Substances in China(Revision of the Consultation Paper)”.
18 HFCs belonging to the 9th category of hydrofluorocarbons were added to the List, and it is required that the production and use should be kept at the baseline level in 2024 and reduced by 80% by 2045.
Ministry of Ecology and Environment:Law on Prevention and Control of Pollution from Environmental Noise (Draft)
草案对《噪声污染控制法》(2018年修正)进行了较大范围的修改。原法偏重于固定源噪声管理,修改后增加了污染防治对象,扩大了移动源的法律适用范围。
草案强调治理的重点从事后惩戒转变为源头防控。将噪声排放纳入排污许可管理,要求排污单位对工业噪声展开自行监测并向社会公开监测结果;噪声重点排污单位应按照国家有关规定,安装、使用、维护噪声自动监测设备,并与生态环境主管部门的监控设备联网。
The draft made extensive amendments to the “Law on Prevention and Control of Pollution from Environmental Noise (2018 Amendment)”. The original law emphasized noise management of fixed sources while the new draft extended the objects of pollution prevention and control, and expanded the scope of application of the law on the mobile sources.
The draft emphasizes that the focus of management is to transform post-emission punishment into the source prevention and control. The draft incorporates noise emissions into the management of pollution permits, and requires pollutant discharge entities to conduct self-monitoring of industrial noise and disclose the monitoring results to the public; Key noise discharge entities shall install, use and maintain automatic noise monitoring equipment in accordance with relevant national regulations, and connect with the monitoring equipment of the competent department of the ecology and environment.

Ministry of Emergency Management: Guidelines for Chemical Process Safety Management (Draft for Consultation)
征求意见稿修改了《化工企业工艺安全管理实施导则》(AQ/T3034-2010)。
本次修改将化工过程安全管理要素由原标准中的12个要素增加到20个要素,新增安全生产责任制、安全生产合规性管理、重大危险源安全管理等要素,并修改相关要素的表述。修改后的适用范围从石油化工企业调整为化工生产和危险化学品储存企业,适用范围进一步扩大。
The consultation paper revised the “Guidelines for Process Safety Management of Petrochemical Corporations”(AQ/T3034-2010).
This revision increases the chemical process safety management elements from 12 elements in the original standard to 20 elements, adds new elements such as work safety responsibility system, work safety compliance management, and safety management of major sources of hazards, and revises the relevant expressions in the original standard. The revised scope of application is adjusted from petrochemical enterprises to chemical production and hazardous chemical storage enterprises, signifying a further expansion of the scope of application.

细化了标准适用范围,强调了作为工业用水水源的基本属性;

This standard is applicable to recycled water used in cooling, washing, dust removal, slag (ash) washing, boiler replenishment, process and product water in the industrial production process. After its official issuance, it will replace GB/T 19923-2005 “The Reuse of Urban Cycling Water——Water Quality Standard for Industrial Uses”. Compared with GB/T 19923-2005, the main technical changes are as follows:
The standard refines the scope of application of the standard, and emphasizes the basic attribute of the recycled water as industrial water;
It adjusted the water quality index into basic control items and selective control items, thus simplifying the water quality classification; It modified some index values and adds the index limits of odor, total nitrogen, fluoride and sulfide;

Shanghai Municipality: Shanghai Releases a Series of Policy on the Reform of its Environmental Impact Assessment System (2021 version)
为落实“放管服”改革关于深化环境影响评价审批制度改革的要求,上海市生态环境局结合本市环评制度改革政策文件(2019版)试行两年来的实际情况,对现有环评制度做出优化调整,发布了包括《加强规划环境影响评价与建设项目环境影响评价联动的实施意见》、《上海市建设项目环境影响评价重点行业名录(2021年版)》以及《〈建设项目环境影响评价分类管理名录〉上海市实施细化规定(2021年版)》等一系列文件。自2021年9月1日起实施,有效期至2026年8月31日止。
《上海市建设项目环境影响评价重点行业名录(2021年版)》是按照《国家管理名录》进行了补充和完善,修订了22个行业项目类型并增加了6个项目类型。《〈建设项目环境影响评价分类管理名录〉上海市实施细化规定(2021年版)》是在《国家名录》基础上根据本市实际情况进行调整。其中建设内容涉及两个及以上项目类别的建设项目,其环评类别按照其中单项等级最高的确定。
《加强规划环境影响评价与建设项目环境影响评价联动的实施意见》扩大并修订了免于办理环境影响评价手段的建设项目范围,从20个区域扩大到40个区域,新增明确联动区域的申报及认定流程,以及市区两级生态环境局分工职责以及其他保障措施。
《上海市建设项目环境影响评价文件行政审批告知承诺办法》修订了本办法使用范围、强化了后续监管、补充了企业环保主体责任要求。
To keep on the reform of the Environmental Impact Assessment (EIA) system, Shanghai Municipal Bureau of Ecology and Environment updated and improved the existing EIA System reform documents according to the practical implementation result of the Shanghai EIA System reform policy documents (2019 Edition for trial) during the past two years. A series of documents were issued including the “Implementation Opinions on Strengthening the Linkage Between Planning EIA and EIA of Construction Projects”, the “Directory of Key Industries for EIA of Construction Projects in Shanghai (2021 Edition)” and the “Shanghai Municipal Implementation of Detailed Regulations of ‘Classified Management Directory of EIA of Construction Projects’(2021 Edition)”. These documents will take effect from September 1, 2021 to August 31, 2026.
The “Directory of Key Industries for EIA of Construction Projects in Shanghai (2021 Edition)” was supplemented and updated in accordance with the “National Management Directory”, with 22 industrial categories revised and 6 newly added. The “Shanghai Municipal Implementation of Detailed Regulations of ‘Classified Management Directory of EIA of Construction Projects'(2021 Edition)” was adjusted in accordance with the Shanghai local conditions on the basis of the “National Management Directory”. For construction projects involving two or more project categories, the EIA category shall be determined according to the highest level.
The “Implementation Opinions on Strengthening the Linkage between Planning EIA and EIA of Construction Projects” expands the range of industrial parks/areas from 20 to 40, in which either EIA downgrading, simplification or change to notification commitment will apply to the projects. It adds and specifies the application and identification process of linkage regions, as well as the division of responsibilities and other safeguard measures of the ecological and environmental bureaus at municipal and district levels.
The “Measures on EIA Administrative Review Notification Commitment of Construction Project” was amended on its scope of use with emphasized post-EIA supervision and environmental protection accountability.
Jilin Province:Regulations of Jilin Province on the Prevention and Treatment of Environmental Pollution Caused by Hazardous Waste
根据上位法《固体废物污染环境防治法》(2020修订),结合吉林省实际情况对2005年发布版本进行全面修订,于2021年7月30日起施行。
与《固废防治法》(2020)相比,吉林省新版条例要求产生危险废物的单位,在每年一月三十一日前,通过危险废物信息管理系统备案年度危险废物管理计划,申报上一年度危险废物的种类、产生量、流向、贮存、处置等有关资料。要求危险废物管理台账保存十年以上。

Compares to the “Law on the Prevention and Control of Environment Pollution Caused by Solid Wastes (2020 Revision)”, The new Regulations of Jilin Province requires entities that produce hazardous waste to file the annual hazardous waste management plan through the hazardous waste information management system each year by January 31 Types, production volume, flow direction, storage, disposal and other relevant information of hazardous wastes in the previous year shall be declared. The hazardous waste management ledger is required to be kept for more than ten years.
浙江省:关于印发浙江省“十四五”挥发性有机物综合治理方案的通知
Zhejiang Province: Notice on Issuing the Comprehensive Treatment Plan of Volatile Organic Compounds in the 14th Five-Year Plan of Zhejiang Province
为深入推进“十四五”VOCs综合治理,根据《浙江省空气质量改善“十四五”规划》等文件,浙江省制定了“十四五”挥发性有机物综合治理方案。以石化、化工、工业涂装、包装印刷、合成革、化纤、纺织印染等行业为重点,从严格生产环节控制,减少过程泄漏、面源治理等八个方面提出21项具体实施措施。
方案要求工业涂装等企业应使用符合相关技术要求的低VOCs含量原辅材料,建立台账并制定源头替代实施计划;以臭氧污污染高发的夏秋季为重点时段,将臭氧污染高发时段禁止或者限制VOCs排放的环境管理措施纳入排污许可证。
方案同时发布了低VOCs含量原辅材料源头替代指导目录、LDAR数字化管理计划和低效VOCs治理设施改造升级计划,可以预见浙江省未来将有更多针对性的政策与标准发布。

According to the plan, industrial coating and other enterprises are required to use raw and auxiliary materials with low VOCs content that meet the relevant technical requirements, as well as establish accounts and formulate source substitution implementation plans; The plan also incorporates the environmental management measures prohibiting or limiting VOCs emission into the pollutant discharge permit during the period with high incidence of ozone pollution in summer and autumn.
Guiding directory for the source substitution of raw and auxiliary materials with low VOCs content, LDAR digital management plan and the Renovation and upgrade plan for low-efficiency VOCs treatment facilities are released together with the plan It can be foreseen that Zhejiang Province will have more targeted policies and standards released in the future.
山东省:山东省住房和城乡建设厅关于印发《山东省建设工程消防设计审查验收实施细则(暂行)》的通知
Shandong Province: Notice of Shandong Provincial Department of Housing and Urban-Rural Development on Issuing the Implementation Rules for the Examination and Acceptance of Fire Protection Design of Construction Projects in Shandong Province (Provisional)
本细则自2021年9月13日起施行,有效期至2023年9月12日。适用于本省行政区域内特殊建设工程消防设计审查、消防验收,以及其他建设工程消防验收备案、抽查。细则规定建设单位依法对建设工程消防设计、施工质量负首要责任。
The Rules comes into force from September 13, 2021 to September 12, 2023. It is applicable to the examination of fire protection design, acceptance of special construction projects and the filing and random inspection of fire protection acceptance of other construction projects within the administrative region of the province. The Rules stipulates that the construction unit shall bear the primary responsibility for the fire protection design and construction quality of the construction project.
