Ministry of Ecology and Environment: National Directory of Pollution Prevention and Control Technologies (2025 Edition)
为推动生态环境领域设施设备更新和技术进步，发布本技术指导目录。目录列出了15项鼓励类技术，以及14项低效类技术，例如低效干式除尘技术、水喷淋脱硫技术、VOCs光催化及其组合净化技术、VOCs低温等离子体及其组合净化技术等。
低效类技术存在处理效率较低、运行稳定性较差、二次污染处理难度较大、技术经济性较差等问题，但在某些场景尚有适用性，需根据不同的应用场景谨慎选择。
To promote the facilities and equipment upgrade and technological progress in the field of environmental protection, Ministry of Ecology and Environment issued this Technical Guidance Directory. The Directory lists 15 recommended technologies and 14 low-efficiency technologies, such as low-efficiency dry dust removal technology, water-spray desulfurization technology, VOCs photocatalytic and its combined purification technologies, as well as VOCs low-temperature plasma and its combined purification technologies.
Low-efficiency technologies are associated with low treatment efficiency, unstable operational performance, difficulty in managing secondary pollution, and poor cost-effectiveness. However, they may still be applicable in certain contexts and should be cautious when selecting.

Shandong Province: Pilot Work Plan for “Point-to-Point” Targeted Utilization of Hazardous Waste
为落实《国务院办公厅关于印发强化危险废物监管和利用处置能力改革实施方案的通知》，提升省内危险废物资源化利用水平，山东省生态环境厅发布本试点工作方案。工作方案有效期至2028年5月18日。
试点内容为本省某一家单位产生且未列入《国家危险废物名录（2025年版）》附录“危险废物豁免管理清单（第1项至30项）”的某一种危险废物，在环境风险可控的前提下，可作为另外一家单位环境治理或者工业原料生产的替代原料进行使用，其利用过程不按危险废物管理，利用单位无需持有危险废物经营许可证。
方案对试点对象、试点要求、审查程序、管理要求作出了详细规定。
To implement the Notice of the General Office of the State Council on Issuing the Reform Implementation Plan for Strengthening the Supervision and Enhancing the Utilization and Disposal Capacity of Hazardous Waste and promote the utilization of hazardous waste within the province, the Shandong Provincial Department of Ecology and Environment issued this Pilot Work Plan. The Plan will be valid until May 18, 2028.
According to the Plan, if a designated entity in Shandong Province generates hazardous waste not listed in Items 1 – 30 of the Exemption List for the Management of Hazardous Waste, the Appendix to the National Catalogue of Hazardous Wastes (2025 Edition), another entity may use this waste as alternative environmental treatment material or production raw material under the premise that environmental risks are under control. Such utilization processes will not be managed as hazardous waste disposal activities, and the utilizing entity is not required to hold a hazardous waste operation permit.
The Plan sets out detailed provisions regarding the qualification of pilot participants, pilot requirements, review procedures, and management requirements.
Shandong Province: Measures for Environmental Credit Evaluation of Enterprises in Shandong Province
办法修订了2020版《山东省企业环境信用评价办法》（鲁环发[2020]52号），修订版明确了环境信用评价的适用范围，从原来的“本省行政区域内企业事业单位和其他经营者”调整为“实行排污许可管理的排污单位、环境服务机构以及环境违法企业”。此外，鼓励其他企业自愿申请参加环境信用评价。
记分标准由原来的26项调整为21项，信用等级颜色标识由好到差由原来的“绿、蓝、黄、黑”调整为“绿、蓝、黄、红”，扩大蓝色标识企业范围，对违法行为较为严重的红色标识企业，明确惩戒期限和惩戒措施。
企业环境信用评价情况在山东省生态环境厅官方网站“山东省企业环境信用评价”栏目公开，接受社会监督。各级生态环境主管部门应当将企业环境信用分级分类结果作为实施差异化监管的重要依据。
The Measures revise the 2020 version of the Measures for Environmental Credit Evaluation of Enterprises in Shandong Province (Lu Huan Fa [2020] No. 52). The revised version clarifies the scope of application for environmental credit evaluation. The scope is previously defined as “enterprises, public institutions, and other operators within the province’s administrative region”, now revised to “pollutant-discharging entities subject to pollutant discharge permit management, environmental service organizations, and enterprises that have committed environmental violations.” Additionally, other enterprises are encouraged to apply for voluntary participation in the environmental credit evaluation.
The scoring criteria have been reduced from 26 to 21 items. The color-coded credit rating system, which previously ranged from “green, blue, yellow, black” (from best to worst), has been adjusted to “green, blue, yellow, red”. The rating system also expands the scope of enterprises eligible for the blue rating. For red-rated enterprises with severe violations, the Measures specify the duration and scope of disciplinary actions.
The results of enterprise environmental credit evaluations will be publicly disclosed in the “Enterprise Environmental Credit Evaluation of Shandong Province” section on the official website of the Shandong Provincial Department of Ecology and Environment, where they will be subject to public supervision. Environmental authorities at all levels shall use the results of enterprise environmental credit evaluations as a key basis for implementing differentiated supervision .
四川省住房和城乡建设厅关于印发《四川省建设工程消防设计审查验收工作实施细则》的通知 – 川建行规[2025]6号
Notice of the Sichuan Provincial Department of Housing and Urban-Rural Development on Issuing the Implementation Rules for Fire Protection Design Review and Acceptance of Construction Projects in Sichuan Province — Chuan Jian Xing Gui [2025] No. 6
为与《建设工程消防设计审查验收管理暂行规定》（住房城乡建设部令第58号）中的要求相衔接，细则修订了2021版《四川省建设工程消防设计审查验收工作实施细则（试行）》。
细则适用于四川省行政区域内县级以上地方人民政府住房和城乡建设主管部门依法对新建、扩建、改建（装饰装修、改变用途、建筑保温）的特殊建设工程消防设计审查、消防验收，以及其他建设工程的消防验收备案（以下简称备案）、抽查。
在《建设工程消防设计审查验收管理暂行规定》的基础上，细则进一步明确对其他建设工程实行备案抽查制度，分类管理。分为重点项目和一般项目等两类。属于其他建设工程分类管理目录清单中一般项目的（见附件2），可以采用告知承诺制的方式申请备案。
To align with the requirements of the Interim Provisions on the Administration of Fire Protection Design Review and Acceptance of Construction Projects (Order No. 58 of the Ministry of Housing and Urban-Rural Development), the Implementation Rules revise the 2021 version of the Implementation Rules for Fire Protection Design Review and Acceptance of Construction Projects in Sichuan Province (Trial).
The Rules apply to the fire protection design review and acceptance of special construction projects for new construction, expansion, renovation (decoration and refurbishment, change of use, and building insulation), as well as to the fire protection acceptance filing and spot check of other construction projects, in accordance with the law by the competent housing and urban-rural development authorities of local governments at the county level and above within the administrative region of Sichuan Province.
On the basis of the Interim Provisions on the Administration of Fire Protection Design Review and Acceptance of Construction Projects, the Rules further clarify the implementation of a filing and spot check system with a classified management approach for other construction projects, The projects are categorized into key projects and general projects. For general projects listed in the Catalogue of Classified Management for Other Construction Projects (see Annex 2), a “notification commitment ” approach may be adopted to the filing. 立法草案 Policy Initiatives & Developments
应急管理部：关于公开征求《工贸企业特殊作业安全规范（征求意见稿）》意见的函
Ministry of Emergency Management: Letter Soliciting Public Comments on the “Safety Code for High Risk Work in Industrial and Trade Enterprises (Consultation Paper)”
为填补工贸企业在特殊作业的专项安全技术领域的空白，应急部起草了安全行业标准《工贸企业特殊作业安全规范》，规定了工贸企业安全风险较高的特殊作业安全管理和技术要求。适用于冶金、有色、建材、机械、轻工、纺织、烟草、商贸等行业的企业。
本规范所称的特殊作业指高处作业、有限空间作业、动火作业、吊装作业、带煤气作业、清库作业、熏蒸作业、热氨融霜作业。
To fill the gap in high risk work in industrial and trade enterprises, the Ministry of Emergency Management drafted the industrial safety standard “Safety Code for High Risk Work in Industrial and Trade Enterprises.” This standard specifies the safety management and technical requirements for high risk work in industrial and trade enterprises. It applies to enterprises in industries such as metallurgy, non-ferrous metals, building materials, machinery, light industry, textiles, tobacco, and commerce and trade.
The high risk work in this Code refers to work at heights, confined space operations, hot work, lifting operations, operations involving gas, warehouse cleaning, fumigation, and hot ammonia defrosting.
