为落实《基加利修正案》履约要求和新修改的《消耗臭氧层物质管理条例》有关进出口管理规定，结合管理实践，生态环境部、商务部、海关总署联合对2014版《管理办法》进行了修订。
新办法优化了配额管理以及进出口管理中的部分要求。对于进出口消耗臭氧层物质属于原料用途、实验室分析使用、出入境检疫、来源为回收等的情形，进出口单位可以直接申请领取进出口审批单，删除了在年度进出口配额指标内申领的限制性条件。
To implement the compliance requirements of the Kigali Amendment and the newly revised Regulations on the Administration of Ozone-Depleting Substances, and in light of administrative practices, the Ministry of Ecology and Environment, the Ministry of Commerce, and the General Administration of Customs have jointly revised the 2014 version of the Administrative Measures.
The new Measures optimizes certain requirements related to quota management and the import and export administration. For cases where ozone-depleting substances (ODS) are imported or exported for use as raw materials, laboratory analysis, entry-exit quarantine, or are sourced from recycling, the importing or exporting entities may directly apply for an import/export approval certificate, and the previous restrictive condition requiring applications to be within the annual quota has been removed.
本文件是我国首个系统性产品碳标识认证制度文件。规定了产品碳足迹标识认证实施的通用要求，包括认证机构和人员能力要求、认证依据、模式、单元划分、认证程序以及获证后监督等。
本文件应与具体产品碳足迹标识认证专用实施规则配套使用。适用于由国家认监委统一发布的产品碳足迹标识认证目录中的产品，其他产品的碳足迹标识认证活动可参照使用。
This document is the first Chinese systematic policy on product carbon labeling certification. It specifies the general requirements for implementing product carbon footprint labeling certification, including requirements for the competence of certification bodies and personnel, certification basis, models, unit classification, certification procedures, and post-certification supervision.
This document shall be utilized in conjunction with the specific implementation rules for product carbon footprint labeling certification. It applies to products listed in the certification catalog for product carbon footprint labeling uniformly issued by the State Administration for Market Regulation (SAMR). For other products, carbon footprint labeling certification activities may refer to this document as a guideline.

应急管理部：大中型企业安全生产标准化管理体系要求（征求意见稿）
本文件在《企业安全生产标准化基本规范》（GB/T 33000-2016）基础上修改，借鉴《职业健康安全管理体系―要求及使用指南》（GB/T 45001-2020），PDCA运行模式，重点增加了L（领导）；为保障管理体系要素之间的动态衔接、适应匹配，以组织、责任、制度、资金、科技和数智等全过程全方位为支持，增加了S（支持），构建了LS-PDCA（领导-支持-策划-实施-检查-改进）运行模式。
标准内容充分借鉴相关要求，并综合考虑中国特色的安全生产管理理念和方法、法规政策的新要求、新变化，充分体现安全生产管理系统思维。
This document is a revision based on GB/T 33000-2016 Guideline of China Occupational Safety and Health Management System, drawing on the Occupational Health and Safety Management Systems—Requirements with Guidance for Use (GB/T 45001-2020) and the PDCA (Plan-Do-Check-Act) operation model. A key enhancement is the addition of “L” (Leadership). To ensure dynamic integration and alignment among the elements of the management system, the document introduces “S” (Support), encompassing full-process and comprehensive support in terms of organization, responsibilities, systems, funding, technologies, and digital intelligence. These elements form the LS-PDCA (Leadership–Support–Plan–Do–Check–Act) operational model.
The content of the Standard fully incorporates relevant international requirements, while also integrating safety management concepts and methods with Chinese characteristics, as well as new regulatory and policy developments and changes, reflecting a strong emphasis on systematic thinking in work safety management.

Beijing Municipality: Regulations of Beijing Municipality on Fire Protection
在2011版基础上修订。
新条例明确禁止在公共门厅、疏散通道、安全出口、楼梯间等区域停放电动自行车或者为电动自行车充电，禁止携带电动自行车、充电电池进入电梯轿厢。
新条例新增了对施工动火的管理要求，明确施工动火作业应当制定动火作业方案，办理内部动火审批手续，制定灭火和应急疏散专项预案并组织演练。
The Regulations is a revision based on the 2011 version.
The new Regulations explicitly prohibits parking or charging electric bicycles in public lobbies, evacuation passages, emergency exits, stairwells, and similar areas. It also prohibits bringing electric bicycles or their batteries into elevator cabins.
The new regulation adds management requirements for hot work during construction. It clearly stipulates that hot work operations must be carried out in accordance with a designated hot work plan, in which the internal approval procedures must be completed, and the dedicated fire extinguishing and emergency evacuation plans must be established and the fire and evacuation drill must be carried out.
办法明确要求集中式供水单位、二次供水单位、管道直饮水经营单位、现制现售饮用水经营单位进行水质检测，并按照规定向相关行政主管部门报送检测资料，及时公布生活饮用水卫生相关信息，接受社会监督。对直接从事生活饮用水供应、管水人员和直接从事水质处理器（材料）生产人员每年组织1次卫生知识培训和每年1次健康检查，取得健康证明后方可上岗。
The Measures explicitly requires centralized water supply units, secondary water supply units, direct drinking water pipeline operators, and on-site water production and sales operators to conduct water quality testing, submit test data to the relevant administrative authorities in accordance with regulations, promptly disclose information related to the sanitary quality of drinking water, and accept public supervision. Personnel directly engaged in the supply and management of domestic drinking water or the production of water treatment devices (or materials) must undergo one health knowledge training session and one health examination each year. Only after obtaining a health certificate are they permitted to take up their posts.
Shanghai Municipality: Shanghai Carbon Emission Management Measures
办法明确纳入全国市场的碳排放权交易、温室气体自愿减排交易及相关活动的监督管理，按照国家有关规定执行。
办法要求生态环境部门会同有关部门制定纳管单位的条件、确定年度纳管单位名录，并向社会公布；明确碳排放配额的取得、变更、清缴、注销等，通过碳排放配额注册登记系统进行登记。
办法自2025年4月1日起施行，2013年公布的《上海市碳排放管理试行办法》同时废止。
The Measures explicitly sets out the supervision and administration of carbon emission trading incorporated into the national market, voluntary greenhouse gas emission reduction trading, and related activities, in accordance with relevant national regulations.
The Measures requires the ecology and environment departments, together with relevant authorities, to formulate the criteria for entities subject to regulation, determine the annual list of such entities, and make the list publicly available. It also clarifies the processes for the acquisition, modification, surrender, and cancellation of carbon emission allowances, which shall be registered through the carbon emission allowance registry system.
The Measures shall come into force on April 1, 2025, and the Trial Measures of Shanghai Municipality for the Administration of Carbon Emissions issued in 2013 shall be repealed simultaneously.
