生态环境部:关于促进企业温室气体信息自愿披露的意见

Ministry of Ecology and Environment: Opinions on Promoting Voluntary Disclosure of Corporate Greenhouse Gas Information

为落实“双碳”战略目标,生态环境部、财政部、中国人民银行、金融监管总局四部门于2025年2月14日联合发布本《意见》,首次系统性提出企业温室气体信息披露的顶层设计与实施路径。

该《意见》是针对企业温室气体信息披露的一项中长期规划,明确提出健全完善国家统一的可持续披露准则体系,制定企业可持续披露准则第1号—气候。这在财政部等九部委联合发布的《企业可持续披露准则——基本准则(试行)》中已提到,将由财政部与生态环境部联合发布,这将是逐步健全完善国家统一的可持续披露准则体系的第一步。

《意见》提出到2027年,企业温室气体信息自愿披露政策体系与技术标准基本建立,重点行业和先行地区的企业温室气体信息自愿披露探索示范稳步推进;到2030年,企业温室气体信息自愿披露的通用框架与技术标准体系进一步完善,形成与国际接轨、互通互认、服务企业高质量发展的温室气体信息自愿披露模式。

《意见》作为我国首部企业碳信息披露专项政策,《意见》标志着碳管理从“强制合规”向“自愿引领”转型,将提升国内披露体系与国际准则的兼容性,尤其有利于外向型企业及国际ESG评级对接,此前国内企业多自发参照国际标准,此次顶层设计将加速规范化进程。

In order to implement the strategic goals of “Carbon Peaking and Carbon Neutrality,” the Ministry of Ecology and Environment, the Ministry of Finance, the People’s Bank of China, and the National Financial Regulatory Administration jointly issued this “Opinion” on February 14, 2025. This document marks the first systematic proposal of a top-level design and implementation pathway for corporate greenhouse gas (GHG) information disclosure.

The “Opinions” is a medium – and long-term plan for the GHG disclosure by corporates. It puts forward a robust and consistent sustainable disclosure system, and aims to develop the Sustainable Disclosure Standard No. 1 – climate, which will be jointly issued by the Ministry of Finance and the Ministry of Ecology and Environment, as the first step required in the “Corporate Sustainable Disclosure Guidelines – Basic Guidelines (Trial)”.

The “Opinion” sets forth the following objectives: By 2027, a policy framework and technical standards for voluntary corporate GHG information disclosure will be fundamentally established, with pilot demonstrations steadily advancing in key industries and pioneering regions. By 2030, the general framework and technical standards for voluntary corporate GHG information disclosure will be further refined, forming a disclosure model that aligns with international standards, facilitates mutual recognition, and supports high-quality corporate development.

As China’s first specialized policy on corporate GHG disclosure, the “Opinion” signifies a transition in carbon management from “mandatory compliance” to “voluntary leadership.” It will enhance the compatibility of the domestic disclosure system and international standards, especially benefit for export-oriented enterprises and align with the international ESG ratings. Currently the China local enterprises volunteer to adopt international standards, the Opinion will accelerate the standardization process on GHG and ESG disclosure.

National Development and Reform Commission and State Administration for Market Regulation: Catalogue of Products Subject to Energy Efficiency Labeling in the People’s Republic of China (17th Batch) and Related Implementation Rules

根据《能源效率标识管理办法》,国家发展改革委和市场监管总局制修订了《中华人民共和国实行能源效率标识的产品目录(第十七批)》及相关实施规则。截至目前十七批目录共涵盖了6大类50种用能产品(包括家用电器和工业产品)。本批目录包括冷水(热泵)机组、电力变压器、容积式空气压缩机以及电饭锅、家用和类似用途微波炉和换气扇等12种产品。

In accordance with the “Energy Efficiency Labeling Management Measures”, the National Development and Reform Commission and the State Administration for Market Regulation have formulated and revised the “Catalogue of Products Subject to Energy Efficiency Labeling in the People’s Republic of China (17th Batch)” and related implementation rules”. As of now, the 17 batches of catalogues have covered 50 types of energy-using products across 6 categories (including household appliances and industrial products). This batch of catalogues includes 12 types of products, such as water chillers (heat pumps), power transformers, volumetric air compressors, electric rice cookers, household microwave ovens, and ventilation fans.

General Office of the Ministry of Ecology and Environment and Four Other Departments: Catalogue of Low-Carbon Technologies under National Key Promotion (Fifth Batch)

生态环境部会同工业和信息化部、住房城乡建设部、交通运输部、农业农村部按照《国家重点低碳技术征集推广实施方案》相关要求,开展低碳技术征集筛选工作,编制形成《国家重点推广的低碳技术目录(第五批)》,分5个重点方向共103项低碳技术。其中,能源绿色低碳转型类20项;重点领域降碳类59项,包括工业领域降碳类(28项)、建筑领域降碳类(11项)、交通领域降碳类(15项)、农业领域降碳类(5项);储碳固碳类3项;数智赋能类14项;非二氧化碳减排类7项。

In accordance with the requirements of the “Implementation Plan for the Collection and Promotion of National Key Low-Carbon Technologies,”, the Ministry of Ecology and Environment, in conjunction with the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, and the Ministry of Agriculture and Rural Affairs, carried out the collection and screening of low-carbon technologies. This effort has resulted in the compilation of  the “Catalogue of Low-Carbon Technologies under National Key Promotion (Fifth Batch),” which includes a total of 103 low-carbon technologies in 5 key focused areas. Among them, 20 technologies pertain to green and low-carbon energy transformation; 59 technologies focus on carbon reduction in key sectors, including industrial carbon reduction (28 technologies), building carbon reduction (11 technologies), transport carbon reduction (15 technologies), and agricultural carbon reduction (5 technologies); 3 technologies relate to carbon storage and sequestration; 14 technologies emphasize digital and intelligent empowerment; and 7 technologies address non-CO2 emission reduction.

生态环境部:关于进一步加强危险废物环境治理严密防控环境风险的指导意见

Ministry of Ecology and Environment: Guiding Opinions on Further Strengthening the Environmental Governance of Hazardous Wastes and Strictly Preventing and Controlling Environmental Risks

意见聚焦危险废物环境风险防控目标,提出提升危险废物收集处置保障能力、优化危险废物利用处置方式和健全危险废物环境管理体系三方面重点工作举措。意见提出,到2026年,全国危险废物环境重点监管单位实现全过程信息化监管全覆盖。到2027年,全国危险废物相关单位基本实现全过程信息化监管全覆盖。到2030年,全国危险废物填埋处置量占比控制在10%以内。

The opinions focus on the objectives of preventing and controlling the environmental risks associated with hazardous wastes, proposing key measures in three areas: enhancing the capacity for hazardous waste collection and disposal, optimizing methods for hazardous waste utilization and disposal, and improving the environmental management system for hazardous waste.

By 2026, all key hazardous waste generators will be covered by digitalized supervision throughout the entire process. By 2027, all hazardous waste generators will be covered under digitalized supervision throughout the entire process. By 2030, the proportion of hazardous waste landfilled will be reduced to less than 10%.

应急管理部:危险化学品企业雷电安全规范(征求意见稿)

Ministry of Emergency Management: Lightning Safety Specifications for Hazardous Chemical Enterprises (Draft for Comments)

本文件修订了GB 15599-2009。修订后的标准主要内容分为基本要求,监测预警,雷电防护,检测、检查与运维四个部分。增加了设置雷电预警系统、以及危险化学品仓库和加油站等要求,删除了汽车槽车和铁路槽车、金属油船和油驳的要求。文件适用于危险化学品生产、储存经营企业的雷电安全保护。This document revises GB 15599 – 2009. The revised standard is primarily divided into four sections: basic requirements, monitoring and early warning, lightning protection, and testing, inspection, and maintenance. The revision includes the addition of requirements for setting up lightning warning systems, as well as for hazardous chemical warehouses and gas stations, while removing requirements for tank trucks, rail tank cars, metal oil tankers, and oil barges.

The document applies to lightning safety protection for enterprises involved in the production and storage of hazardous chemicals.

Ministry of Emergency Management: Letter on Publicly Soliciting Opinions on 49 Standards including “Eye and Face Protection – Welding Protection – Part 1: Welding Protectors (Draft for Comments)”

函告对《眼面部防护 焊接防护 第1部分:焊接防护具》、《听力防护装备的选择、使用和维护》、《手部防护装备的选择、使用和维护》等47项个体防护装备强制性标准(含43项国家标准、4项行业标准)、《听力防护装备通用测试方法》等2项推荐性国家个体防护装备标准征求意见。适用于个体防护装备的设计、制造、检测、安装和维护等。

This letter is to solicit opinions on 47 mandatory standards for personal protective equipment (including 43 national standards and 4 industrial standards) such as “Eye and Face Protection – Welding Protection – Part 1: Welding Protectors”, “Selection, Use and Maintenance of Hearing Protection Equipment”, “Selection, Use and Maintenance of Hand Protection Equipment”, and 2 recommended national standards for personal protective equipment such as “General Test Methods for Hearing Protection Equipment”. These standards are applicable to the design, manufacturing, testing, installation, and maintenance of personal protective equipment.

生态环境部:关于优化制药建设项目环评工作的通知(征求意见稿)

Ministry of Ecology and Environment: Notice on Optimizing the Environmental Impact Assessment (EIA) of Pharmaceutical Construction Projects (Draft for Comments)

根据征求意见稿,生态环境部门将在优化制药项目环评管理方式方面实施两项改革措施:优化建设项目运行期变动情况环评管理、支持生物医药项目开展“打捆”审批。征求意见稿明确排污单位项目运行阶段发生变动,仅产品品种、工艺、原辅料或污染防治措施发生变化,或主体设备不增加且生产规模在一定范围内变化,污染物排放种类和排放量、环境影响均未超过原环评的,无需重新办理环评手续,在实际排污行为变化之前直接变更或重新申请排污许可证即可。征求意见稿鼓励位于同一产业园区内集中布局的多个同类型的生物医药项目共同编制一份环评文件,在明确相应建设单位责任基础上实施“打捆”审批。同一建设单位的多个同类型生物医药项目可编制一份环评文件,由具有审批权限的生态环境部门审批。除此之外,征求意见稿在项目准入、水污染防治、大气污染防治、土壤和地下水环境保护方面均提出了对应举措,特别强调严格多功能车间、共线生产车间、CDMO车间、中试车间管理。According to the draft for comments, MEE will implement two reform measures to optimize the EIA administration for pharmaceutical projects, i.e. optimizing the EIA management for changes during the operation period , and supporting the “bundled” EIA approval of biopharmaceutical projects.The draft specifies that if the following changes occur during the operation stage of a polluter, e.g. only alterations in product types, processes, raw materials, or pollution prevention measures, or the main equipment is not increased but the production scale changes within a certain range, or the types and quantities of pollutant emissions as well as the environmental impact do not exceed those assessed in the original EIA, there is no need to re-apply for EIA approval. Instead, it is only necessary to directly change or reapply for the pollutant discharge permit before the actual pollutant discharge behavior occurs.The draft encourages multiple biopharmaceutical projects of the same type that are located within the same industrial park to jointly prepare a single EIA document, and implement “bundled” EIA approval on the basis of clarifying the responsibilities of the corresponding construction units. Multiple biopharmaceutical projects of the same type under the same construction unit can prepare one EIA document, which will be approved by the ecological and environmental department with the appropriate authority.

In addition, the draft has put forward corresponding measures in terms of project access, water pollution prevention and control, air pollution prevention and control, and the protection of soil and groundwater environment. It especially emphasizes the strict management of multi-functional workshops, co-production line workshops, CDMO workshops, and pilot workshops.

工业和信息化部:关于电子行业4项行业标准报批公示的通知

Ministry of Industry and Information Technology: Notice on Publicizing for Approval of 4 Industry Standards in the Electronics Industry

锂离子电池正极材料单位产品能源消耗技术要求(SJ/T 12001-2025)规定了锂离子电池正极材料单位产品能源消耗等级、技术要求和统计范围,并描述了计算方法。适用于锰酸锂、钴酸锂、磷酸铁锂、三元系材料等锂离子电池正极材料生产企业能耗的计算、考核,以及对新建和改扩建项目的能耗管理。工业用水定额 印制电路板(SJ/T 12003-2025)规定了印制电路板产品工业用水定额的计算方法、用水定额以及定额管理要求。适用于现有、新建和改扩建印制电路板生产企业用水量的管理。“

Technical requirements of energy consumption per unit product for cathode material of lithium-ion battery” (SJ/T 12001 – 2025) specifies the energy consumption grades, technical requirements, and statistical scope for lithium-ion battery cathode materials per unit product, and describes the calculation methods. It applies to the calculation and assessment of energy consumption in the production of lithium-ion battery cathode materials such as lithium manganese oxide, lithium cobalt oxide, lithium iron phosphate, and ternary materials, as well as the energy consumption management of new and renovated/expanded projects.

“Norm of water intake for industry- Printed circuit board” (SJ/T 12003 – 2025) specifies the calculation methods of the quota of industrial water consumption for printed circuit board products, the water consumption quota, and the requirements for quota management. It is applicable to the management of water consumption of existing, new construction, expansion, and renovation of printed circuit board manufacturing enterprises.

四川省:四川省有限空间作业安全管理规定

Sichuan Province: Regulations on Safety Management of Confined Space Operations in Sichuan Province

2024年施行的《工贸企业有限空间作业安全规定》,对全国工贸行业有限空间作业安全进行了规定,但其他行业、领域仍存在制度空白。四川省规定提取各类有限空间作业安全管理“最大公约数”,从完善作业安全保障制度、规范现场作业流程、强化政府监管3个方面作出具体详细规定,适用于四川各行业、各领域有限空间作业安全管理。与国家规定相比,规定明确了有限空间安全生产制度应包含的具体要求;细化了有限空间安全风险告知牌的信息内容,并要求企业开展定期检查与维护更新;明确将有限空间作为企业隐患排查治理的重点内容,要求具有季节性特点或特殊规律的有限空间作业应在集中作业一个月前开展应急演练。The “Regulations on Safety Management of Confined Space Operations in Industrial and Trade Enterprises” implemented in 2024 stipulate the safety requirements of confined space operations in the general industrial and trading business nationwide, but not applicable  to other industries and fields. Sichuan Province has established local regulations that extract the ” common practices for safety management across various types of confined space operations, and provide detailed provisions in three areas: improving the safety assurance system for operations, standardizing on-site operational procedures, and strengthening government supervision. The Regulations are applicable to confined space safety management across all industries and fields in Sichuan.

Compared to the national regulations, the local regulations clarify the specific requirements on the safety production system for confined spaces; elaborate the content of confined space safety risk notification signs and require enterprises to conduct regular inspections, maintenance, and updates. Additionally, the regulations put confined spaces as a key focus for hazard investigation and management. They mandate that confined space operations with seasonal characteristics or special patterns should conduct emergency drills one month prior to concentrated operations.

上海市:上海市餐饮业大气污染防治办法

Shanghai: Measures for Prevention and Control of Air Pollution in the Catering Industry of Shanghai

办法废止了2003年上海市人民政府令第10号发布的《上海市饮食服务业环境污染防治管理办法》。办法聚焦餐饮油烟污染防治关键环节,补充细化上位法有关规定,强化源头管理,明确餐饮服务项目的选址应当符合规划、物业和环境保护等方面的管理要求,并要求申请人知晓餐饮业大气污染防治规定和违法行为的法律责任;同时明确油烟排放污染防治的具体要求,包括排放口高度、油烟与异味净化设施、维保管理等。

The measures repeal the “Measures for the Administration of Environmental Pollution Prevention and Control in the Catering Service Industry of Shanghai,” which were issued by the Shanghai Municipal People’s Government in 2003.The measures focus on the key aspects of the prevention and control of catering oil fume pollution, supplement and refine the relevant provisions of the superior laws. To strengthen the pollution source management, it stipulates that the site selection of catering service should comply with the planning, property management, and environmental protection requirements. Additionally. applicants are required to be aware of the regulations on the prevention and control of air pollution in the catering industry and the legal liabilities for violations. At the same time, the specific requirements for the prevention and control of oil fume emission pollution are clarified, including the height of the emission outlets, oil fume and odor treatment facilities, maintenance management, etc.
