Ministry of Ecology and Environment and Four Other Departments: Notice on Issuing the “Guidelines for Compiling Product Carbon Footprint Accounting Standards

根据《重点工业产品碳足迹核算规则标准编制指南》,到2027年将制定出台200项重点工业产品碳足迹核算规则标准。

工业和信息化部、生态环境部、国家发展改革委、市场监管总局公布碳足迹核算规则团体标准推荐清单(第一批),涵盖钢铁锂离子电池、移动通信手持机等15项产品。清单旨在充分发挥碳足迹管理对企业绿色低碳转型的促进作用,帮助企业系统掌握各环节能源资源消耗和碳排放水平,查找薄弱环节,有针对性的开展节能降碳改造,挖掘节能降碳潜力,提高生产工艺和技术装备绿色低碳水平,持续降低产品碳足迹。

此外,市场监管总局、生态环境部、国家发展改革委、工业和信息化部联合印发通知,公布了首批产品碳足迹标识认证试点名单,标志着我国产品碳标识认证制度建设正式启动。此次选取锂电池、光伏、钢铁、电解铝、纺织品、电子电器、轮胎、水泥、磷铵、木制品10类重点产品开展试点,涉及全国25个省、自治区和直辖市。

According to the Carbon Footprint Accounting Rules and Standards for Key Industrial Products, 200 carbon footprint accounting rules standards for key industrial products will be formulated and issued by 2027.

The Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the National Development and Reform Commission, and the State Administration for Market Regulation have jointly issued the recommended list (first batch) for group standards for carbon footprint accounting rules. The list covers 15 products, including steel and lithium-ion batteries, and mobile communication handsets. The list  aims to fully leverage the role of carbon footprint management in promoting enterprises’ green and low-carbon transformation, to help companies systematically understand energy resource consumption and carbon emission levels at various stages, to identify weak links, to carry out targeted energy-saving and carbon-reduction renovations, uncover the potential for energy savings and carbon reduction, to enhance the green and low-carbon level of production processes and technological equipment, and to continuously reduce the carbon footprint of products.

In addition, the State Administration for Market Regulation, the Ministry of Ecology and Environment, the National Development and Reform Commission, and the Ministry of Industry and Information Technology have jointly issued a notice announcing the first batch of pilot  for the certification of product carbon footprint labeling, which marks the launch of the China’s product carbon labelling and certification system.  The pilot program has selected 10 key product categories: lithium batteries, photovoltaics, steel, electrolytic aluminum, textiles, electronics and electrical appliances, tires, cement, phosphate fertilizers, and wood products. It covers 25 provinces, autonomous regions, and municipalities across China.

关于发布2023年电力碳足迹因子数据的公告知

Announcement on the Release of Electricity Carbon Footprint Factor Data for 2023

生态环境部首次发布国内电力碳足迹因子,研究方法遵循了与ISO14067国际标准保持一致且兼具中国特色的产品碳足迹核算通则《温室气体 产品碳足迹 量化要求和指南》(GB/T24067-2024)。本次发布的电力碳足迹因子测算过程基于大量典型代表案例调研,大部分采用国内企业实测数据,形成的数据小于Ecoinvent、GaBi等国际数据库的中国电力碳足迹因子数值。电力碳足迹因子与电力二氧化碳排放因子不同,电力二氧化碳排放因子主要用于计算外购电力产生的间接碳排放量(范围二);电力碳足迹因子主要用于计算电力消费产生的生命周期碳排放量,即用于产品碳足迹核算。

The Ministry of Ecology and Environment released the electricity carbon footprint factors for the first time. The Factors were developed in accordance with the international standard ISO 14067 and align with the Chinese national standard “Greenhouse Gases – Product Carbon Footprint – Requirements and Guidelines for Quantification” (GB/T 24067-2024).The calculation process of electricity carbon footprint factor was based on a large number of typical cases studies, and using the measured data of domestic power enterprises. The factors are smaller than those factors provided in the international databases, e.g. Ecoinvent, GaBi and etc.

The electricity carbon footprint factor is different from the carbon dioxide emission factor of electricity, which is mainly used to calculate the indirect carbon emissions from the purchased electricity (Scope 2 GHG emission). The electricity carbon footprint factor is mainly used to calculate the life cycle carbon emissions generated by electricity consumption, that is, to calculate the carbon footprint of products.

应急管理部:爆炸危险区域电气防爆安全检测技术规范(征求意见稿)

Ministry of Emergency Management: Technical Specification for Electrical Explosion-Proof Safety Detection in Explosive Hazardous Areas (Consultation Paper)

本文件规定了开展爆炸危险区域内在用电气设施/设备防爆安全检测的检测项目及技术要求、检测方法、检测周期、报告格式和对检测人员技术能力、检测仪器设备的要求。本文件适用于在生产、加工、处理、转运或贮存过程中出现或可能出现爆炸危险气体环境和可燃性粉尘环境的新建、扩建和改建工程以及在用状态下的电气防爆安全要求及检测技术规范。本规范不适用于矿井井下、制造、使用或贮存火药、炸药和起爆药、引信及火工品生产等的环境。 The Consultation Paper specifies the test items, technical requirements, test methods, test cycles, report formats, and requirements for the technical capabilities of test personnel and instruments and equipment for explosion-proof safety testing of electrical facilities/equipment in use in explosion- areas. This paper applies to new construction, expansion and renovation projects where explosive gas environments and combustible dust environments have occurred or may occur during production, processing, handling, transportation or storage, as well as electrical explosion-proof safety requirements and test technical specifications in use.

This specification does not apply to underground mines or environments where gunpowder, explosives and detonators, fuses and pyrotechnics are manufactured, used or stored.

本文件规定了机械行业各用人单位个体防护装备(即劳动防护用品)配备的总体要求、危害因素的辨识和评估及个体防护装备的配备的要求。本文件适用于机械行业用人单位及其从业人员个体防护装备的配备及管理。本文件不适用于机械行业用人单位消防用个体防护装备的配备及管理。This document specifies the general requirements for the provision of personal protective equipment (i.e. labor protection equipment) by employers in the machinery industry, the identification and evaluation of hazard factors, and the requirements for the provision of personal protective equipment.This document applies to the allocation and management of personal protective equipment for employers and their employees in the machinery industry.

This document does not apply to the allocation and management of personal protective equipment for firefighting by employers in the machinery industry.

Ministry of Emergency Management: Letter on Soliciting Public Opinions on Two Mandatory National Standards, Including the “General Rules for Safety Management of Coating Operations (Consultation Paper)

《涂装作业安全管理通则(征求意见稿)》修订代替GB 769-2003《涂装作业安全规程 安全管理通则》。该强制性标准规定了涂装作业中涉及的涂料及有关化学品、涂装工艺、涂装设备及器械、涂装作业场所安全管理的基本原则。适用于使用涂料及有关化学品在金属或非金属表面进行涂装作业的安全管理。

“General Rules for Safety Management of Coating Operations (Consultation Paper)” revises and replaces GB 769-2003 “Safety Code for Coating Operation- General Safety Rule”. This mandatory standard stipulates the basic principles of safety management of coatings and related chemicals, coating processes, coating equipment and instruments, and coating workplaces involved in coating operations. It is applicable to the safety management of coating operations using coatings and related chemicals on metal or non-metal surfaces.

应急管理部:危险化学品企业重大危险源安全包保责任管理要求(征求意见稿)

Ministry of Emergency Management: “Requirements of Responsibility System for Major Hazard Installations in Dangerous Chemical Enterprises (Consultation Paper)

本标准以《危险化学品企业重大危险源安全包保责任人隐患排查任务清单》《应急管理部关于全面实施危险化学品企业安全风险研判与承诺公告制度的通知》、《危险化学品重大危险源监督管理暂行规定》等规范性文件为依据制定。规定了危险化学品企业重大危险源安全包保责任人在重大危险源安全管理中的职责、分工、履责要求及履责措施。适用于涉及重大危险源的危险化学品生产企业、经营(带储存)企业、使用危险化学品从事生产的化工企业。This standard is formulated based on normative documents, i.e. “Task List for Hidden Danger Investigation by Personnel Responsible for Safety of Major Hazard Installations in Hazardous Chemicals Enterprises”, the “Notice of the Ministry of Emergency Management on the Comprehensive Implementation of the Safety Risk Assessment and Commitment Announcement System for Hazardous Chemicals Enterprises”, and the “Interim Provisions on the Supervision and Management of Major Hazard Installations of Dangerous Chemicals”.

It stipulates the responsibilities, roles, responsibility and responsibility fulfillment measures of the personnel responsible for the safety of major hazardous installations in hazardous chemical enterprises. It is applicable to hazardous chemical production enterprises, business trading (with storage) enterprises, and chemical enterprises that use hazardous chemicals for production involving major hazardous installations.

广东省:关于做好危险废物新旧名录衔接环境管理工作的通知

Guangdong Province: Notice on Properly Managing the Transition Between the Old and New Hazardous Waste Lists

作为《危险废物名录(2025)》的落地文件, 通知要求辖区做好《名录(2025年版)》有关修订内容与危险废物信息化管理以及管理计划、转移联单、危险废物经营许可证等环境管理制度衔接工作。针对新增的危险废物(例如锡冶炼废物),涉及单位应落实危险废物管理相关制度,按照相关要求做好危险废物申报、贮存、转移和处置等工作;及时将新增危险废物产生、利用处置单位纳入危险废物规范化管理范围,加强环境监管。针对实施豁免管理的危险废物,应根据此次修订内容,涉及豁免利用处置单位企业应及时评估是否满足新增豁免条件等信息,及时进行更新。对已不再纳入豁免管理的危险废物(例如铝灰渣和二次铝灰提取金属铝等),涉及应及时完成库存物料清理;按照相关程序申领许可证。To implement the newly revised “List of Hazardous Waste (2025)”, the notice requires local authorities to ensure the proper integration of the revised content of the “List (2025 version)” on information management of hazardous waste, management plans, transfer manifest, hazardous waste operation permits and other environmental management systems.For newly added hazardous wastes (such as tin smelting waste), the concerned units should implement corresponding hazardous waste management, and carry out hazardous waste declaration, storage, transfer and disposal in accordance with relevant requirements. Local environmental authorities shall include the new hazardous waste generators and disposal units into the scope subject to standardized hazardous waste management and strengthen environmental supervision.For hazardous wastes subject to exemption management, relevant enterprises should assess if the new exemption conditions are met and if the relevant information is updated in a timely manner.

For hazardous wastes that are no longer managed as the exemption condition (such as aluminum ash slag and secondary aluminum ash to extract aluminum), the stock wastes should be cleaned up timely and proper license should be applied for in accordance with relevant procedures.

山东省: 山东省碳普惠试点工作指导意见

Shandong Province: Guiding Opinions on the Carbon Inclusive Pilot Program in Shandong Province

本意见适用于自愿参与山东省碳普惠试点各类主体相关活动的管理。主要分为六章,包括总则、方法学管理、项目论证及减排量核算、减排量交易和消纳、监督管理、附则。意见将减排活动分为“减排项目”与“减排场景”两大类。针对小微企业、事业单位、社会团体等组织,推出“减排项目”,强调减排项目的额外性,鼓励企业等社会组织通过技术创新、管理优化等手段,实现更显著的减排效果。对于个人,则设立了“减排场景”,通过碳积分机制,引导公众在日常生活中践行绿色出行、节约用电等低碳行为。This Opinions applies to the management of related activities of various entities that voluntarily participate in the Shandong Provincial Carbon Inclusive Pilot program. It is mainly divided into six chapters, including general provisions, methodological management, project demonstration and emission reduction accounting, emission reduction trading and absorption, supervision and management, and supplementary provisions.

The Opinions divides emission reduction activities into two categories: “emission reduction projects” and “emission reduction scenarios”. For small and micro enterprises, institutions, social groups and other organizations, “emission reduction projects” are launched, emphasizing the additional nature of emission reduction projects, and encouraging enterprises and other social organizations to achieve more significant emission reduction effects through technological innovation, management optimization and other means. For individuals, “emission reduction scenarios” are established, guiding the public to practice low-carbon behaviors such as green travel and electricity conservation in daily life through the carbon credit mechanism.

浙江省:浙江省建设工程消防设计审查验收实施细则

Zhejiang Province: Implementation Rules for Fire Protection Design Review and Acceptance of Construction Projects in Zhejiang Province

实施细则根据浙江省实际,对消防设计审查验收重点环节进行了规范。在国家《建设工程消防设计审查验收工作细则》基础上,主要细化了市县房建市政工程和专业工程的消防审验层级分工;细化了特殊建设工程消防设计审查验收、特殊消防设计专家评审、其他建设工程消防验收备案抽查情形及要求;对既有建筑改造消防审验、单体分阶段消防验收等进行分类办理,对其他建设工程验收备案抽查进行分类管理。The Implementation Rules standardizes the key milestones of fire protection design review and acceptance according to the situation in Zhejiang Province. Based on the national “Detailed Rules for the Examination and Acceptance of Fire Protection Design in Construction Projects”, Zhejiang Rules mainly refines the  responsibilities of fire protection review and acceptance  on municipal engineering and specific engineering by municipal and county level housing construction bureaus; refines the fire protection design review and acceptance of special construction projects, the expert review of special fire protection design, and the random inspection of fire protection acceptance and filing of other construction projects. Apply classified management on fire protection review and acceptance of existing building renovations, phased fire protection acceptance of single building, and spot inspection of acceptance and filing of other construction projects.
