生态环境部:全国碳排放权交易市场覆盖水泥、钢铁、电解铝行业工作方案(征求意见稿)Ministry of Ecology and Environment: Work Plan for Covering Cement, Steel, and Electrolytic Aluminum Industries in the National Carbon Emission Rights Trading Market (Consultation Paper)

《方案》提出启动实施(2024—2026年)和深化完善(2027年—)两个阶段,积极稳妥推进水泥、钢铁、电解铝行业全国碳排放权交易市场建设,并明确了每个阶段的具体目标。

The “Plan” proposes two stages, i.e. implementation (2024 – 2026) and deepening improvement (2027 -), and actively and steadily promote the construction of the national carbon emission trading market for the cement, steel and electrolytic aluminum industries, and clarify the specific goals of each stage. 

生态环境部:关于公开征求2025年度消耗臭氧层物质和氢氟碳化物配额总量设定和分配方案意见的函Ministry of Ecology and Environment: Letter on Soliciting Public Opinions on the Total Quota Setting and Allocation Plan for Ozone-Depleting Substances and Hydrofluorocarbons in 2025

《方案》对ODS和HCFCs配额总量设定、分配范围、分配数量、分配方法、核发流程、调整原则和程序等进行了详细说明。可参考附件HCFCs生产单位名单,HCFCs使用单位名单,CTC 使用单位名单。

The “Plan” provides a detailed description of the total quota setting, allocation scope, allocation quantity, allocation method, issuance process, adjustment principles and procedures for ODS and HCFCs quotas. Please refer to the attachment for HCFCs production units, HCFCs use units, and CTC use units.

市场监管总局标准技术司决定对《化学品安全标签编写规定》等9项拟立项强制性国家标准项目公开征求意见,征求意见截止时间为2024年10月14日。请登录国家标准委网站的计划公示网页http://std.samr.gov.cn/gb/gbSuggestionPlan?bId=10002006 查询项目信息和反馈意见建议。

The Department of Standard Technical Management of the State Administration for Market Regulation has decided to publicly solicit opinions on 9 proposed mandatory national standard projects, including the “General rules for preparation of precautionary label for chemicals”. The deadline for soliciting opinions is October 14, 2024. 辽宁省:辽宁省固体废物污染环境防治条例Liaoning: Regulations on Prevention and Control of Solid Waste Pollution in Liaoning Province

条例规定了固体废物产生、收集、贮存、转移、利用、处置等污染环境防治的全过程管理要求,进一步细化完善各级政府和相关部门固体废物监管职责。通过开展危险废物产生、收集、贮存、运输、利用、处置全过程二维码管理等,填补了制度空白。The regulations stipulate the whole process management requirements for the prevention and control of solid waste, i.e. generation, collection, storage, transfer, utilization, and disposal, and further refine and improve the supervision responsibilities of governments at all levels and relevant departments for solid waste.

上海市:关于开展上海碳普惠分布式光伏发电减排项目申报工作的通知Shanghai: Notice on Launching the Application for Shanghai Carbon Inclusive Emission Reduction Projects from Distributed Photovoltaic Power Generation

通知规定,上海市行政区域范围内安装在居民、机关、企事业单位、社会团体和其他社会组织等主体(纳入全国碳排放权交易市场的温室气体重点排放单位以及纳入上海碳排放权交易市场的配额管理单位除外)的场址上,且单个项目装机规模在1MW 及以下的分布式光伏发电项目,可申报上海碳普惠分布式光伏发电减排项目。

The notice stipulates that distributed photovoltaic power generation projects installed on the sites of residents, government agencies, enterprises and institutions, social groups and other organizations (excluding greenhouse gas key emitting units included in the national carbon emission trading market and quota management units included in the Shanghai carbon emission trading market) in Shanghai, with capacity of 1MW or below, can apply for Shanghai Carbon Inclusive Emission Reduction Projects.

四川省:四川省空气质量持续改善行动计划实施方案Sichuan: Implementation Plan for the Action Plan for Continuous Improvement of Air Quality in Sichuan Province

方案提出,到2025年完成国家下达四川省的空气质量改善目标及氮氧化物、挥发性有机物减排目标。方案共设置8个版块29项重点任务,围绕深化产业、能源、交通三大结构优化调整,提出了13项重点任务,涉及严格环境准入、落后产能淘汰、能源绿色清洁化、运输结构优化、移动源清洁化等内容。

The plan proposes to achieve the air quality improvement targets and NOx(nitrogen oxide) and VOC (volatile organic compound) emission reduction targets assigned by Sichuan Province by 2025. The plan sets 29 key tasks in 8 sections, by deepening the optimization and adjustment of industrial, energy, and transportation structures; 13 key tasks are proposed, involving strict environmental access, elimination of backward production capacity, green and clean energy, optimization of transportation structure, and cleaning of mobile sources.

天津市:天津市安全生产条例Tianjin: Regulations on Work Safety of Tianjin Municipality

本次修订是对2016版条例的修订,主要是为了衔接安全生产法2021年修改的内容。条例要求生产经营单位每年至少对全员安全生产责任制落实情况考核一次。提出在高危行业实行班前会和班后会制度。条例对地下施工作业和有限空间作业专门提出了明确的安全管理要求。This revision is made based on the 2016 version of the regulations, mainly to align with the amendment of the “Work Safety Law” in 2021.The regulations require production and operation units to assess the implementation of the full-staff work safety responsibility system at least once a year. It is proposed to implement the pre-shift meeting and post-shift meeting systems in high-risk industries.In addition, specific safety management requirements are put forward for underground construction operations and limited space operations.
