State Council: Action Plan for Energy Conservation and Carbon Reduction from 2024 to 2025”
为完成“十四五”规划《纲要》确定的节能降碳约束性指标，国务院印发《2024—2025年节能降碳行动方案》，在十四五最后两年加大节能降碳攻坚力度，完善能源消耗总量和强度调控，重点控制化石能源消费，强化碳排放强度管理，分领域分行业实施节能降碳专项行动，为实现双碳目标奠定坚实基础。
《方案》围绕能源、工业、建筑、交通、公共机构、用能设备等重点领域和重点行业，部署了节能降碳十大行动。《方案》提出：
l 2024年，单位国内生产总值能源消耗和二氧化碳排放分别降低2.5%左右、3.9%左右，规模以上工业单位增加值能源消耗降低3.5%左右，重点领域和行业节能降碳改造形成节能量约5000万吨标准煤、减排二氧化碳约1.3亿吨，并实现绿证核发全覆盖
l 2025年，非化石能源消费占比达到20%左右，重点领域和行业节能降碳改造形成节能量约5000万吨标准煤、减排二氧化碳约1.3亿吨。
《方案》围绕评价考核、节能审查、重点用能单位节能降碳管理、节能监察、统计核算等5个方面，提出了完善节能降碳管理机制的具体要求。方案要求到2025年底，实现重点用能单位节能监察全覆盖。
In order to fulfill the binding targets for energy conservation and carbon reduction set in the Outline of the 14th Five Year Plan, the State Council has issued the Action Plan for Energy Conservation and Carbon Reduction from 2024 to 2025, which aims to intensify energy conservation and carbon reduction in the last two years of the 14th Five-Year Plan, , improve the control of total energy consumption and intensity, focus on controlling fossil energy consumption, strengthen carbon emission intensity management, and implement special actions for energy conservation and carbon reduction in different fields and industries, so as to lay a solid foundation for achieving the dual-carbon targets.
The Plan deploys ten major actions for energy conservation and carbon reduction focusing on key areas and key industries including energy, general industry, construction, transportation, public institutions, and energy-using facilities. The Plan proposes.
l In 2024, energy consumption and carbon dioxide emissions per unit of GDP will be reduced by about 2.5% and 3.9% respectively, energy consumption per unit of added value of industries above designated size will be reduced by about 3.5%, energy-saving and carbon-reducing reforms in key areas and industries will result in energy savings of about 50 million tons of standard coal, carbon dioxide emission reduction of about 130 million tons, and full coverage of renewable energy certificate issuance will be achieved.
l In 2025, the proportion of non-fossil energy consumption shall reach about 20%, and the energy-saving and carbon-reduction transformation in key areas and industries shall result in a reduction of about 50 million tons of standard coal and about 130 million tons of carbon dioxide emissions.
The Plan puts forward specific requirements for improving the energy conservation and carbon reduction management mechanism, focusing on five aspects: evaluation and appraisal, energy conservation review, energy conservation and carbon reduction management of key energy consuming units, energy conservation supervision, and statistical accounting. The Plan emphasizes the supervision of key energy consumption units by the end of 2025.

National Health Commission: Work Plan for the “Three Actions” for Occupational Disease Prevention and Control
为进一步加大职业病防治工作力度，国家卫生健康委、国家疾控局近日联合发布了“三项行动”工作方案：
l 《职业病危害项目申报扩面行动（2024—2025年）工作方案》
l 《中小微企业职业健康帮扶行动（2024—2025年）工作方案》
l 《职业病防治机构提质合规行动（2024—2025年）工作方案》
《职业病危害项目申报扩面行动（2024—2025年）工作方案》将扩大职业病危害项目的申报范围、提升申报质量。到2024年底，工业领域职业病危害严重行业用人单位职业病危害项目申报达到全覆盖。到2025年底，职业病危害严重行业10人及以上用人单位职业病危害项目应报尽报，职业病危害项目申报质量明显提升。
《中小微企业职业健康帮扶行动（2024—2025年）工作方案》明确，以各级疾控中心、职业病防治院所、卫生监督机构为主，组建帮扶专家团队。重点开展“五个一”帮扶工作，即开展一次职业病危害因素辨识，建立一套实用的职业健康管理制度，开展一次现场职业病危害告知和防护用品配置指导，举办一次职业健康培训，开展一次超标岗位职业病危害治理，以推动中小微企业规范职业健康管理，提高中小微企业职业病防治水平。
In order to increase the efforts of occupational disease prevention and control, the National Health Commission and the National Bureau of Disease Control and Prevention jointly released the “Three Actions” Work Plan:
l Work Plan for Expanding the Declaration of Occupational Hazard Projects (2024-2025)
l Work Plan for Occupational Health Support for Medium, Small and Micro-sized Enterprises (2024-2025)
l Work Plan for Improving the Quality and Compliance of Occupational Disease Prevention and Control Institutions (2024-2025)
The “Work Plan for Expanding the Declaration of Occupational Hazard Projects (2024-2025)” will expand the declaration scope of occupational hazard projects and improve the declaration quality. By the end of 2024, the declaration of occupational hazard by employers in industries with serious occupational disease hazards will be fully covered. By the end of 2025, all projects that involve occupational hazard of employers with 10 or more employees in industries with serious occupational disease hazards shall be declared, and the declaration quality shall be significantly improved.
The “Work Plan for Occupational Health Support for Medium, Small and Micro-sized Enterprises (2024-2025)” clearly states that a support expert team will be established mainly within disease control centers, occupational disease prevention and control institutions, and health supervision agencies at all levels. The “five one’s” assistance work will be carried out, namely, conducting one identification of occupational hazard, establishing one practical occupational health management system, conducting one on-site hands-on instruction regarding occupational hazard notification and protective equipment selection , conducting one occupational health training, and conducting one exposure exceedance occupational hazard management, so as to promote the standardization of occupational health management of medium, small and micro-sized enterprises and improve the level of occupational disease prevention and control.

Ministry of Industry and Information Technology: Recommended Catalogue of Energy-saving and Carbon-reduction Technologies and Equipment in the National Industrial and Information Technology Sector (2024 Edition)
工业和信息化部今日公布《国家工业和信息化领域节能降碳技术装备推荐目录（2024年版）》，包括工业节能降碳技术、信息化领域节能降碳技术、高效节能装备3大类。《目录》第十二条提出了推荐性的工业降碳技术，该条技术涵盖了多个关键领域，包括从源头减排到末端治理的全链条解决方案，旨在通过技术创新和装备升级，实现工业领域的深度节能和碳减排。
The Ministry of Industry and Information Technology announced the “Recommended Catalogue of Energy-Saving and Carbon Reduction Technologies and Equipment in the Field of National Industry and Information Technology (2024 Edition)”, which proposes technologies or equipment in three categories: industrial energy-saving and carbon-reducing technologies, energy-saving and carbon-reducing technologies in the information technology field, and high-efficiency energy-saving equipment. Article 12 of the Catalogue proposes recommended industrial carbon-reducing technologies in multiple key areas, including full-chain solutions from source reduction to end-of-pipe treatment, aiming to achieve deep energy conservation and carbon emission reduction in the industrial field through technological innovation and equipment upgrades.

Ministry of Emergency Management: Safety Colors and Safety Signs (Consultation Paper)
意见稿规定了传递安全信息的颜色表征、安全标志的类型及其设置、使用要求，工业管道的基本识别色、识别符号和安全标识。
适用于生产经营单位从事生产经营活动过程中存在风险或有必要提醒人们注意安全的场所和位置。
本意见稿正式发布后，将替代《安全色》（GB 2893-2008）、《安全标志及其使用导则》（GB 2894-2008）和《工业管道的基本识别色、识别符号和安全标识》（GB 7231-2003）三项标准。
The consultation paper specifies the color representation for transmitting safety information, the types and settings of safety signs, and the requirements for their usage It also specifies the basic identification colors, symbols, and safety signs for industrial pipelines.
The consultation paper is applicable to places and locations where there are risks or it is necessary to remind people to pay attention to safety during the production and operation activities.
After the official issuance of the consultation paper, below three standards shall be replaced: “Safety Colors” (GB 2893-2008), “Safety Signs and Guideline for the Use” (GB 2894-2008), and “Basic Identification Colors and Code Indications and Safety Sign for Industrial Pipelines” (GB 7231-2003).
Ministry of Ecology and Environment: Implementation Plan for Comprehensive Implementation of Pollutant Discharge Permit System (Consultation Paper)
为进一步推进排污许可“一证式”管理，实现固定污染源排污许可管理全覆盖，制定本征求意见稿。
方案（征求意见稿）明确环境影响评价、总量控制、自行监测、生态环境统计、环境保护税等制度与排污许可制度的衔接路径，积极探索危险废物经营许可证、碳排放、重点管控新污染物、企业环境信息依法披露等与排污许可制度衔接。
方案（征求意见稿）要求推动环境要素依法纳入排污许可管理，2025 年前完成工业噪声、工业固体废物管理要求纳入排污许可证，启动海洋工程依法纳入排污许可管理，探索将主要原辅材料、燃料和产品清洁运输要求及地下水污染防治要求依法纳入排污许可管理的路径。
The consultation paper was formulated to further promote the “One Permit” management of pollutant discharge permits (PDP) and achieve full coverage of PDP management on fixed pollution sources.
The plan (consultation paper) clarifies the transition path between environmental impact assessment, total amount control, self-monitoring, ecological environment statistics, environmental protection tax and PDP system, actively explores the transition between hazardous waste operation permit, carbon emissions, key control of new pollutants, and legal disclosure of enterprise environmental information and PDP system.
The Plan calls for promoting the integration of environmental elements into the management of PDP, incorporating industrial noise and industrial solid waste management requirements into PDP by 2025, initiating incorporation of marine engineering into PDP, and exploring the potential of incorporating clean transportation requirements for main raw and auxiliary materials, fuels, and products, as well as groundwater pollution prevention and control requirements into PDP.
Ministry of Finance: Sustainable Disclosure Guidelines for Enterprises – Basic Guidelines (Consultation Paper)
《基本准则》征求意见稿明确了企业可持续披露准则的制定目的与适用范围，确立了国家统一的可持续披露准则体系的框架，规定了企业可持续相关信息的披露目标、披露原则、质量要求与披露要素。
《基本准则》征求意见稿与国际可持续准则理事会的《可持续相关财务信息披露一般要求》在信息质量特征、披露要素和相关披露要求上总体保持衔接，适用于在中华人民共和国境内设立的按规定开展可持续信息披露的企业。
The consultation paper of the “Basic Guidelines” clarifies the purpose and scope of the development of sustainable disclosure standards for enterprises, establishes the framework of a unified national sustainable disclosure standard system, and stipulates the disclosure goals, principles, quality requirements, and elements of sustainable information for enterprises.
The Basic Guidelines and the General Requirements for Sustainable Financial Information Disclosure issued by the International Council for Sustainable Standards are generally consistent in terms of information quality characteristics, disclosure elements, and related disclosure requirements, and are applicable to enterprises established within the territory of the People’s Republic of China that conduct sustainable information disclosure in accordance with regulations.

Notice From Shanghai Municipal Ecology and Environment Bureau and Other Four Departments on the Inclusion of Qingpu District in Shanghai in the Yangtze River Delta Pilot Area for Paid Use and Trading Management of VOC Emission Rights
通知明确将青浦区纳入长三角试点区域挥发性有机物排污权有偿使用和交易管理，纳入试点管理的排污单位为排污许可重点管理和简化管理的工业排污单位。
现阶段纳入交易的行为主要为新建、改建、扩建项目新增排污权和排污单位通过实施减排工程产生的富余排污权，将逐步推进初始排污权有偿使用。
青浦区纳入长三角试点区域排污权交易中的挥发性有机物排污权有偿使用费征收标准为6000元/吨·年。
The notice clearly states that Qingpu District will be included in the paid use and trading management of VOC emission rights in the Yangtze River Delta pilot area. The emission entities subject to key management and simplified management of pollutant discharge permits are included in the pilot.
Currently, the quota / right included in the trading system are the newly required emission rights for new construction, renovation, and expansion projects, as well as the surplus emission rights generated by entities through emission reduction projects. Initial emission rights will be included gradually.
The fee for the paid use of VOC emission rights included in the pilot area of the Yangtze River Delta in Qingpu District is 6000 yuan/ton for one year.
Beijing: Notice on Carrying out Low Carbon Pilot Work in Beijing in 2024
《通知》提出2024年继续开展先进低碳技术项目、低碳领跑者、气候友好型区域三类试点征集，并按国家主管部门安排推进气候投融资试点和气候适应性建设。
其中，先进低碳技术项目试点申报主体为北京市行政区域内先进低碳技术应用单位。低碳领跑者试点申报主体原则上应为注册在北京市的纳入全国碳市场和本市试点碳市场管理的重点排放单位和一般报告单位，鼓励自愿参与。
The Notice proposes to continue the collection of advanced low-carbon technology projects, low-carbon leaders, and climate friendly regions in 2024, and to promote climate investment and financing pilot projects as well as climate adaptation construction in accordance with the arrangements of national regulatory authorities.
Among them, the main applicant for the pilot application of advanced low-carbon technology projects is the advanced low-carbon technology application units within the administrative region of Beijing. The main applicants for the low-carbon leader pilot projects should, in principle, be key emission units and general reporting units registered in Beijing and be included in the national carbon market and local pilot carbon market management. Voluntary participation is encouraged.
