Ministry of Ecology and Environment: Measures for the Administration of Pollutant Discharge Permitting
生态环境部于2024年4月修订发布《排污许可管理办法》,废止2018版《排污许可管理办法(试行)》。本次修订删除与目前管理思路不一致规定以及2021年《排污许可管理条例》已明确规定内容,从衔接《条例》、提升环境管理效能角度更新优化相关规定,并补充制度衔接、质量核查、重新申请、执行报告检查、信息公开等规定。
新《办法》进一步优化流程和简化材料相关要求,明确将固体废物、噪声纳入排污许可一证管理,将土壤污染重点监管单位管控要求纳入许可管理。
此外,《办法》补充了排污申报登记企业的责任和义务,与其他排污单位一样需要建立规范化排污口,落实排污主体责任,正常运行和维护污染防治设施,控制污染物排放。
The Ministry of Ecology and Environment revised the ” Administration Measures for the Pollutant Discharge Permit (PDP)” in April 2024, repealed “ its Trial Implementation version issued in 2018.
This revision deletes regulations that are inconsistent with the current management concept, and removed the duplicated content that has been clearly stipulated in the “Regulation on the Administration of Pollutant Discharge Permit” of 2021. It updates relevant regulations to align with the “Regulations” and improve environmental management efficiency; it also stipulates the arrangement to integrate with other system, e.g. EIA, quality check, re-application, PDP implementation report review and information disclosure etc.
The new “Measures” further optimizes the process and simplifies material requirements, incorporates solid waste and noise management into one integrated PDP system, as well as including management of key soil pollution units subject to supervision.
In addition, the “Measures” supplements the responsibilities and obligations of pollutant discharge declaration and registration (PDR) enterprises. Similar to other PDP holding units, these enterprises subject to PDR requirements need to install the standardized discharge outlets, fulfill the responsibilities of pollutant discharge entities, operate and maintain pollution prevention and control facilities in good condition to stay in compliance.

国家认证认可委员会:关于明确直接涉碳类认证规则备案要求的通知
National Certification and Accreditation Commission: Notice on Filing Requirements for Direct Carbon-Related Certification Rules
通知要求直接涉碳类认证规则的范围是指以温室气体排放量化为基础,对产品、管理体系、服务等实施碳相关认证的基本要求和程序。依据相关温室气体量化标准,仅对组织、产品、项目等的排放量进行核算与验证的活动(如温室气体排放/减排报告、碳盘查、碳核算、碳核查等),不属于直接涉碳类认证规则备案范围。
通知规定目前国家认监委尚未制定发布,由取得相应认证领域批准资质的认证机构自行制定或获得授权实施的直接涉碳类认证规则需要按照该通知进行备案。
The direct carbon related certification rules cited in the Notice refers to the basic requirements and procedures for conducting carbon related certification works for products, management systems, services, etc. on the basis of quantification of greenhouse gas (GHG) emissions. Activities that only account and validate GHG emissions of organizations, products, projects, etc. (such as GHG emission/reduction reports, carbon inventory, carbon accounting, carbon validation, etc.) as per the relevant GHG quantification standards, are not within the scope of filing directly related to carbon certification rules.
According to the Notice, for those rules that currently National Certification and Accreditation Administration has not yet formulated and issued on direct carbon-related certification, if the relevant accredited certification bodies have formulated or conducted with corresponding authorization, these rules are subject to filing requirements.

Ministry of Ecology and Environment, National Bureau of Statistics: Announcement on the Release of the 2021 Electricity Carbon Dioxide Emission Factors
公告发布了《2021年电力二氧化碳排放因子》和《2021年电力二氧化碳排放因子计算说明》。
本次发布的2021年电力二氧化碳排放因子,分为三种口径:
- 2021年全国、区域及省级电力平均二氧化碳排放因子:代表单位发电量(包括火电、水电、风电、核电、太阳能发电等所有电力类型发电量)的二氧化碳排放量;
- 2021年全国电力平均二氧化碳排放因子:代表单位发电量(包括所有电力类型发电量,但扣除市场化交易的非化石能源电量);
- 2021年全国化石能源电力二氧化碳排放因子:是单位化石能源电力发电量(从火电中扣除生物质发电量)的二氧化碳排放量。

The carbon dioxide emission factors for electricity in 2021 released this time are divided into three types:
- Average carbon dioxide emission factors of national, regional and provincial power grid in 2021: represents carbon dioxide emission of unit power generation (including power generation of all power types such as thermal power, hydropower, wind power, nuclear power and solar power generation);
- National average carbon dioxide emission factors of electricity in 2021: represents the unit power generation (including the power generation of all power types, but excluding the non-fossil energy quantity traded in the market);
- National fossil energy power carbon dioxide emission factors in 2021: refers to the carbon dioxide emission per unit of fossil energy power generation (deducting biomass power generation from thermal power).

Ministry of Industry and Information Technology: Publicly Soliciting Opinions on Four Mandatory National Standard Formulation and Revision Projects Including “Limits of Harmful Substances in Coatings–Part 1: Architectural Coatings”
工业和信息化部科技司公示了4项强制性国家标准拟立项制/修订的征求意见稿。其中包括二个涂料有害物质限量标准:
- 《涂料中有害物质限量 第1部分:建筑涂料》,修订后将代替GB 18582-2020《建筑用墙面涂料中有害物质限量》和GB 38468-2019《室内地坪涂料中有害物质限量》。
- 《涂料中有害物质限量 第2部分:工业涂料》,将代替GB 30981-2020《工业防护涂料中有害物质限量》、GB 18581-2020《木器涂料中有害物质限量》、GB 24409-2020《车辆涂料中有害物质限量》、GB 38469-2019《船舶涂料有害物质限量》和GB 24613-2009《玩具涂料中有害物质限量》。
如果得到确认,以上二个标准都计划由全国涂料和颜料标准化技术委员会牵头实施修订,周期约16个月。
The Technology Department of the Ministry of Industry and Information Technology has released a draft for soliciting opinions on the proposal/revision of four mandatory national standards. This includes two standards for harmful substance limits in coatings:
- The revised version of “Limits of Harmful Substances in Coatings–Part 1: Building Coatings” will replace GB 18582-2020 “Limit of Harmful Substances of Building Wall Coatings” and GB 38468-2019 “Limit of Harmful Substances of Interior Floor Coatings”.
- “Limits of Harmful Substances in Coatings Part 2: Industrial Coatings” will replace GB 30981-2020 “Limit of Harmful Substances of Industrial Protective Coatings”, GB 18581-2020 “Limit of Harmful Substances of Woodware Coatings”, GB 24409-2020 “Limit of Harmful Substances of Vehicle Coatings”, GB 38469-2019 “Limit of Harmful Substances of Marine Coatings”, and GB 24613-2009 “Limit of Harmful Substances of Toy Coatings”.
If confirmed, the above two standards are planned to be revised by the National Technical Committee for Standardization of Coatings and Pigments, will take approximately 16 months.

广东出台“1+3+8”政策文件体系,其中“1”是推动大规模设备更新和消费品以旧换新实施方案,“3”是消费品以旧换新、构建废弃物循环利用体系、标准提升等3个行动方案,“8”是工业、建筑和市政、文旅、教育、卫健、交通、农业、能源等8个领域的具体工作方案,扎实推动大规模设备更新和消费品以旧换新工作。
根据实施方案,广东将以三大行动为关键抓手,力争到2027年,工业、能源、农业、建筑、交通、教育、文旅、医疗等领域设备投资规模较2023年增长25%以上;重点行业主要用能设备能效基本达到节能水平,环保绩效达到A级水平的产能比例大幅提升,再生材料在资源供给中的占比进一步提升,回收利用水平不断提高。
Guangdong has introduced a “1+3+8” policy structure, among which “1” is the implementation plan for promoting large-scale equipment renewal and consumer goods trade-in; “3” refers three action plans for consumer goods trade-in, building a waste recycling system, and improving standards; “8” is the specific work plans for eight fields including industry, construction and municipal, culture and tourism, education, health, transportation, agriculture, and energy, solidly promoting large-scale equipment updates and consumer goods trade in.
According to the implementation plan, Guangdong will take three major actions as the key focus, striving to increase the investment scale of equipment in industries, energy, agriculture, construction, transportation, education, cultural tourism, medical and other fields by more than 25% by 2027 compared to 2023; The energy efficiency of major energy consuming equipment in key industries has basically reached the energy-saving level, and the proportion of production capacity with environmental performance reaching A-level has significantly increased. The proportion of recycled materials in resource supply has further increased, and the level of recycling and utilization continues to improve.
上海市:关于开展2024年上海市重点监控用水单位节约用水工作的通知
Shanghai: Notice on Carrying out Water Conservation Work for Key Monitoring Water Using Units in Shanghai in 2024
根据2023年全年取(用)水情况统计,将2023年许可水量50万立方米及以上取水单位、自来水年用水量50万立方米及以上用水单位纳入重点监控用水单位名录,以附件形式发布了上海市重点监控用水单位名录(取水户)和上海市重点监控用水单位名录(用水户)。
通知要求各重点监控用水单位应做好每月用水数据统计、汇总和分析工作,并于次年1月10日前,将上一年度节水指标对标情况和节水技改工作总结按时上报至水行政主管部门。各重点监控用水单位应每五年开展水平衡测试。2024年底,重点监控用水单位节水型企业(单位)建设率达80%。
According to the statistics of water intake (usage) for the whole year of 2023, water intake units with a permitted water volume of 500,000 cubic meters or above, and water consumption units with an annual tap water volume of 500,000 cubic meters or more in 2023 were included in the list of key monitored water use units. The lists of key monitored water use units (water intake units and water users) in Shanghai were released in the attachments.
The notice requires that each key monitoring water consumption units conduct monthly water use data counting, summary, and analysis, and report the benchmark situation of the previous year’s water-saving indicators as well as the summary of water-saving technical transformation work to the water administrative department before January 10 of the following year. Each key monitoring water consumption unit shall conduct water balance testing every five years. By the end of 2024, the construction rate of water-saving enterprises (units) in key monitoring water use units shall reach 80%.
