应急管理部、住房城乡建设部、国家矿山安监局联合印发新修订的《特种作业目录》,并明确自2026年6月1日起施行。新修订的《特种作业人员安全技术培训考核管理规定》也将同步实施。
新版《特种作业目录》最大的变化就是扩容,建筑施工类被纳入统一目录。新版目录合计达到21个作业类别、81个操作项目。新版目录分为两大部分:
第一部分是应急管理类,共11个作业类别、62个操作项目;
第二部分是建筑施工类,共10个作业类别、19个操作项目。
目录方面,电工作业变化很大,新版电工作业保留高压、低压,同时新增了电力电缆作业、继电保护作业、电气试验作业。原来的“防爆电气作业”被删除,已核发且有效的“防爆电气作业”证书将换发为“低压电工作业”证书。
新版目录新增了有限空间安全作业,其中包括有限空间监护作业。明确有限空间监护作业适用于相关行业企业内,对存在硫化氢、一氧化碳等中毒风险的有限空间内作业活动进行现场监护的作业。
本次修订增加了相关证书互通互认要求,明确取得有效高压电工作业证书的人员,可以从事低压电工作业;取得有效电工作业、焊接与热切割作业证书的人员,在从事本职工作时,可以不再考取高处作业证书,避免重复取证。
随着新版目录和培训考核管理规定同步实施,各生产企业需对照最新目录全面梳理在岗特种作业岗位,严格落实持证上岗制度,依托标准化培训考核管理夯实企业安全生产主体责任。
The Ministry of Emergency Management, the Ministry of Housing and Urban-Rural Development, and the National Mine Safety Administration have jointly issued the newly revised Catalog of Special Operations, specifying that it will take effect on June 1, 2026. The newly revised Regulations on the Administration of Safety and Technical Training Assessment for Special Operators will also come into force simultaneously.
The most significant change in the new Catalog is its expansion, with construction operation now included in the catalog. The revised Catalog comprises a total of 21 operation categories and 81 operation items. It is divided into two main sections: emergency management and construction operation.
Emergency management consists of 11 operation categories and 62 operation items;
Construction operation consists of 10 operation categories and 19 operation items.
Significant revisions pertaining to electrical work are included in the Catalog. The new version retains high-voltage and low-voltage categories while adding power cable work, relay protection work, and electrical testing work. The original “explosion-proof electrical work” category has been removed; existing valid “explosion-proof electrical work” certificates will be replaced with “low-voltage electrical work” certificates.
The new Catalog adds safety operations in confined space, which includes the supervision of operations in confined spaces. It specifies that the supervision of operations in confined spaces applies to on-site supervision of work activities within confined spaces in relevant industries and enterprises where there is a risk of poisoning from hydrogen sulfide, carbon monoxide, and other substances.
This revision introduces requirements for the mutual recognition of relevant certificates. It clarifies that individuals holding valid high-voltage electrical work certificates can perform low-voltage electrical work; individuals holding valid electrical work, welding, and thermal cutting certificates are no longer required to obtain a certificate of working at heights when performing their regular duties, thereby avoiding duplicate certification.
With the synchronized implementation of the new Catalog and the Regulation, all manufacturing enterprises are required to comprehensively review their on-duty special operations positions against the latest catalog, strictly enforce the requirement for certified personnel to perform duties, and strengthen their primary responsibility for workplace safety through standardized training and assessment management.

《电器电子产品有害物质限制使用达标管理目录(2026年版)》和《达标管理目录限用物质应用例外清单(2026年版)》
工业和信息化部等部门发布《电器电子产品有害物质限制使用达标管理目录(2026年版)》及《达标管理目录限用物质应用例外清单(2026年版)》,自发布之日起实施,并同步废止2018年第一批目录。
新版目录在原有12 类产品基础上优化整合为 10 类,并新增智能穿戴等23 类产品,管控物质由 6 项增至 10 项,新增 4 种邻苯二甲酸酯。目录通过明确纳入管理的产品范围和实施时间节点,将相关电器电子产品纳入有害物质限制使用合格评定制度管理范围,要求产品中铅、汞、镉、六价铬、多溴联苯、多溴二苯醚及部分邻苯二甲酸酯类物质的含量,在规定期限内符合相应国家标准要求。与目录配套发布的新版清单则删除 6 项不合规豁免、新增 6 项技术必需豁免。新版清单对确因技术原因、在一定条件下尚无法实现替代的应用情形予以明确,作为限制使用制度中的例外安排。新规设置过渡期,新增产品自 2027 年 8 月 1 日起正式实施。
The Ministry of Industry and Information Technology and other relevant departments have issued the Catalog of Compliance Management for the Restriction of Hazardous Substances in Electrical and Electronic Products (2026 Edition) and the List of Exceptions for Restricted Substances in the Compliance Management Catalog (2026 Edition). These documents take effect upon issuance and simultaneously repeal the first batch of the 2018 catalog.
The new Catalog optimizes and consolidates the original 12 product categories into 10, adds 23 new product types such as smart wearables, and expands the list of controlled substances from 6 to 10 by adding 4 new phthalates. By clearly defining the scope of products subject to management and the implementation timeline, the Catalog incorporates relevant electrical and electronic products into the conformity assessment system for the restricted use of hazardous substances. It requires that the content of lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls, polybrominated diphenyl ethers, and certain phthalates in products comply with the relevant national standards within the specified timeframe. The updated List released alongside the Catalog removes six non-compliant exemptions and adds six new exemptions for technical necessity. The updated List clarifies application scenarios where substitution is currently unfeasible due to technical reasons under certain conditions, establishing these as exceptions within the restriction system. The new Catalog includes a transition period, with the new requirements for added products taking effect on August 1, 2027.

生态环境部办公厅关于公开征求《石油化学工业水污染物排放标准(二次征求意见稿)》等7项国家水污染物排放标准意见的通知
在现行《石油化学工业污染物排放标准》(GB 315712015)以及相关制药行业排放管理制度实施过程中,针对标准适用范围、污染物控制项目设置、间接排放管理与园区集中治污模式衔接等方面暴露出的制度和执行问题,生态环境部对重点行业水污染物排放标准体系开展了系统性修订。
本次制修订涵盖石化行业修订及发酵、化学合成、提取、中药、生物工程、混装制剂六类制药行业排放标准编制工作。本轮修订总体围绕行业细分、分类管控和实施可操作性提升展开,主要体现在:
一是进一步明确并细化标准适用范围,将石油化学工业及不同类型制药工业按生产工艺和污染特征分别纳入对应标准实施管理;
二是对水污染物控制项目进行系统调整和补充,在现有指标基础上新增全盐量等控制项目,并将部分具有环境风险特征的新污染物纳入管控范围;
三是对部分污染物排放限值作出修订或细化,结合前期实施经验对限值设置和表达方式进行优化;
四是针对工业园区集中治污条件下企业间接排放管理的实际情况,优化间接排放管理要求,更好区分企业排口与集中处理设施之间的管理边界;
五是补充和完善单位产品基准排水量要求,为排放核算和监督管理提供支撑;
六是同步更新水污染物监测要求和污水排放口规范化管理要求。
During the implementation of the current Emission Standards for Pollutants in the Petrochemical Industry (GB 31571-2015) and related emission standards for the pharmaceutical industry, institutional and enforcement issues have emerged regarding the application scope of the standards, the configuration of pollutant, the management of indirect discharge, and the function of centralized pollution treatment models in industrial parks. In response, the Ministry of Ecology and Environment has undertaken a systematic revision of the water pollutant emission standard system for petrochemical and pharmaceutical Industry.
This round of drafts cover the revision of standards for the petrochemical industry and the newly developed wastewater discharge standards for six pharmaceutical industries: fermentation, chemical synthesis, extraction, traditional Chinese medicine, biotechnology, and compound formulation. The revisions generally focus on industry segmentation, categorized control, and enhance the practicality of implementation. The revisions are mainly reflected in the following aspects:
First, the scope of application of the standards has been further clarified and refined. The petrochemical industry and various types of pharmaceutical industries are incorporated into corresponding standards for implementation and management based on their production processes and pollution characteristics;
Second, systematic adjustments and additions have been made to water pollutant. New pollutants, such as total dissolved solids (TDS), have been added to the existing parameters, and certain new pollutants with environmental risk characteristics have been included in the scope of control;
Third, discharge limits for certain pollutants have been revised or refined, with limit values and their expression optimized based on prior implementation experience;
Fourth, in response to the actual circumstances of managing indirect discharges from enterprises under centralized pollution treatment models in industrial parks, the requirements for indirect discharge management have been optimized to better delineate the management boundaries between enterprises and industrial parks;
Fifth, requirements for benchmark discharge volumes per unit of product have been supplemented and refined to support discharge accounting and supervisory management;
Lastly, the requirements for water pollutant monitoring and the standardized management of wastewater discharge outlets have been updated accordingly.
鉴于目前针对车用动力电池拆解、破碎全过程安全控制的强制性国家标准体系尚不完善,工业和信息化主管部门组织制定《车用动力电池拆解破碎安全要求》,拟通过建立统一的安全技术要求,规范废旧车用动力电池在拆解和破碎环节的安全管理。该文件聚焦动力电池回收利用链条中风险较高的关键工序,围绕作业场所条件、设备设施配置、作业过程控制以及人员安全防护等方面提出系统性要求,旨在提升动力电池回收利用行业的本质安全水平,为后续强制性监管实施、企业安全生产管理以及行业规范发展提供技术依据。
Given that the current system of mandatory national standards for safety control throughout the entire process of dismantling and crushing batteries used in electric vehicle (EV) is still incomplete, the Ministry of Industry and Information Technology has organized the formulation of the Safety Requirements for the Dismantling and Crushing of Batteries Used in EV. The aim is to standardize the safety management of end-of-life batteries used in EV during the dismantling and crushing stages by establishing unified safety technical requirements. This document focuses on high-risk processes within the battery recycling chain and sets forth systematic requirements regarding workplace conditions, equipment and facility configuration, operational process control, and personnel safety protection. It aims to enhance the intrinsic safety level of the battery recycling industry and provide a technical basis for the subsequent implementation of mandatory regulations, safety management and the standardized development of the industry.

浙江省生态环境厅印发《浙江省主要污染物排污权核定技术规范(试行)》,作为全省排污权有偿使用和交易制度实施的重要技术支撑文件。已取得重点管理或简化管理排污许可证且有总量控制要求的现有排污单位、已完成排污许可登记且拥有排污权的现有排污单位,应纳入初始排污权核定范围。
文件对主要污染物排污权的核定原则、范围和技术方法作出统一规定。该规范围绕初始排污权、政府储备排污权、新增排污权、富余排污权和结余排污权等不同情形,系统明确了排污权核定的计算口径、核定程序及管理要求,并与排污许可、环境影响评价等现行环境管理制度进行衔接,旨在提高排污权核定工作的规范性和可操作性。
Department of Ecology and Environment of Zhejiang Province has issued the Technical Specifications for the Verification of Emission Allowances for Key Pollutants in Zhejiang Province (Trial), which serves as a fundamental technical support document for the implementation of emission paid use and trading scheme in Zhejiang Province.
Existing polluting entities that have hold key management or simplified management pollutant discharge permits and are subject to total quota control requirements, as well as those that have completed pollutant discharge permit registration and hold emission quotas, shall be included in the scope of the initial verification of emission allowances.
The Specifications establish uniform provisions regarding the principles, scope, and technical methods for quantifying emission allowances of key pollutants. The Specifications systematically clarify the calculation criteria, procedures, and management requirements for emission allowance verification across various scenarios—including initial emission allowances, government-reserved emission allowances, newly added emission allowances, surplus emission allowances, and remaining emission allowances—and integrate with existing environmental management systems such as pollutant discharge permits and environmental impact assessments, aiming to enhance the standardization and operability of emission allowance verification.
关于上海市纳入长三角试点区域排污权有偿使用和交易管理工作的通知
为进一步完善长三角跨区域排污权交易制度体系,上海市明确将部分区域和行业纳入长三角试点区域排污权有偿使用和交易管理。实施对象从青浦区扩大至浦东新区、宝山区、闵行区等12个行政区/工业区,行业门类属于《国民经济行业分类》(GB/T 4754)中 B、C、D 类,且纳入本市排污许可重点管理的工业排污单位。实施区域内实行排污许可简化管理的工业排污单位,可自愿申请参与新增排污权购买交易。排污权交易范围包括上述排污单位新建、改建、扩建项目产生的新增排污权,以及通过实施减排工程形成的富余排污权,交易指标为氮氧化物和挥发性有机物。符合条件的排污单位亦可按照规定开展跨区域排污权交易。
To further improve the cross-regional emissions trading system in the Yangtze River Delta, Shanghai has explicitly incorporated certain regions and industries into the pilot program for the paid-use and trading of emissions allowances in the Yangtze River Delta. The scope of implementation has been expanded from Qingpu District to 12 districts/industrial zones, including Pudong New Area, Baoshan District, and Minhang District. Eligible entities refer to industrial pollutant discharging enterprises categorized under Sectors B, C and D of the Industrial Classification for National Economic Activities (GB/T 4754) and subject to key pollutant discharge permit management in Shanghai. Industrial pollutant dischargers under simplified pollution permit management within the pilot area may voluntarily apply for purchase and trading of newly generated emission allowances. The scope of emission allowance trading includes newly generated emission allowances from new construction, renovation, or expansion projects of the pollutant discharge entities, as well as surplus emission allowances resulting from the implementation of emission reduction projects. The trading pollutants are nitrogen oxides and volatile organic compounds. Eligible pollutant discharge entities can also conduct cross-regional emission allowance trading in accordance with regulations.
