工业和信息化部:《电器电子产品有害物质限制使用达标管理目录(2025年版)(征求意见稿)》和《达标管理目录限用物质应用例外清单(2025年版)(征求意见稿)》

Ministry of Industry and Information Technology: “Compliance Management Catalogue of Restricted Hazardous Substances in Electric and Electronic Products (2025 Edition) (Consultation Paper)” and “List of Exceptions to the Application of Restricted Substances in the Compliance Management Catalogue (2025 Edition) (Consultation Paper)”

新目录将2018年第一批12种产品优化整合为10种(原有的打印机、复印机、传真机3种产品合并为打印复印扫描传真及多功能一体机),新增23种管控条件较为成熟的产品纳入。

新增的23种产品主要包括家用及类似用途的产品(微波炉、投影仪等)、伴随着信息技术的快速发展而新兴且更新换代较快的产品(智能手表手环等)以及消费者高度关注安全健康属性的产品(电玩具、血糖仪等)。

新例外清单则借鉴国际有害物质豁免设置经验,衔接有关国际豁免要求,结合国际环境公约管控要求变化,对原应用例外清单进行修订。

The new catalog optimizes and integrates the 12 products in the first batch of 2018 into 10 (the original printers, copiers, and fax machines are merged into printers, copiers, scanners, fax machines, and multifunctional printers), and adds 23 new products with relatively mature management conditions. 

The 23 newly added products mainly include household and similar products (microwave ovens, projectors, etc.), products that have emerged and are rapidly updated due to the rapid development of information technology (smartwatches, smart bracelets, etc.), and products whose safety and health attributes are of great concern to consumers (touch toys, blood glucose meters, etc.).

The new exception list draws on international experience in setting exemptions for hazardous substances, aligns with relevant international exemption requirements, and incorporates changes in international environmental convention control requirements, revising the original application exception list.

生态环境部:优先控制化学品名录(第三批)(征求意见稿)

Ministry of Ecology and Environment: Catalogue of Priority Controlled Chemicals (Third Batch) (Consultation Paper)

第三批名录包括双酚A、邻苯二甲酸二丁酯等24种类化学物质。这些化学物质的生产和使用主要涉及石化、塑料、橡胶、制药、纺织、染料、涂料、农药、皮革、电镀等行业领域。

The third batch of the list includes 24 types of chemical substances, such as bisphenol A and dibutyl phthalate. The production and use of these chemical substances mainly involve industries such as petrochemicals, plastics, rubber, pharmaceuticals, textiles, dyes, coatings, pesticides, leather, and electroplating.

生态环境部:关于加强重点行业大气环境绩效分级管理的指导意见(征求意见稿)

Ministry of Ecology and Environment: Guiding Opinions on Strengthening Performance-Based Classification Management of Air Environmental Protection in Key Industries (Consultation Paper)

绩效分级是大气环境治理的重要制度创新,是推进重点行业绿色低碳转型的重要抓手。现行绩效分级主要依据《重污染天气重点行业应急减排措施制定技术指南(2020年修订版)》开展,设定了39个重点行业的绩效分级指标,在各行业5年来装备工艺革新、治理技术升级的背景下,部分技术指标有待更新,且存在社会参与不足、公开和监督制约机制仍需加强等短板。

征求意见稿提出,科学划分绩效等级。根据绩效指标水平先进程度,原则上将绩效分为“A/B/C/D级”,A级是指所有指标均达到行业最先进水平,B级指相关指标达到行业较先进水平,C级指相关指标达到行业中等水平,D级指相关指标符合法律法规及相关标准的最基本要求。

对一些装备、工艺、治理等较为简单的行业,将绩效分为“A/B/C级”,C级指相关指标符合法律法规及相关标准的最基本要求。绩效等级评定按照“短板原则”,以各指标最低等级确定企业绩效等级;企业涉及多个重点行业时,按行业分别评级,以所涉行业的最低等级作为企业总体绩效等级。

Performance-based grading is a significant institutional innovation in atmospheric environmental governance and a crucial tool for promoting the green and low-carbon transformation of key industries. The current performance-based grading system is primarily based on the “Technical Guidelines for Formulating Emergency Emission Reduction Measures for Key Industries During Heavily Polluted Weather (2020 Revised Edition),” which sets performance-based grading indicators for 39 key industries. However, given the equipment and process innovations and governance technology upgrades implemented in various industries over the past five years, some technical indicators require updates, and there are shortcomings such as insufficient social participation and the need to strengthen public disclosure and oversight mechanisms.

The consultation paper proposes a scientific classification of performance levels. Based on the advancement of performance indicators, performance will be divided into “A/B/C/D levels” in principle. Level A indicates that all indicators have reached the most advanced level in the industry; Level B indicates that relevant indicators have reached a relatively advanced level in the industry; Level C indicates that relevant indicators have reached a medium level in the industry; and Level D indicates that relevant indicators have reached the most basic requirements of laws, regulations, and relevant standards.

For industries with relatively simple equipment, processes, and management, performance is divided into “A/B/C levels,” with C level indicating that the relevant indicators have reached the most basic requirements of laws, regulations, and relevant standards. Performance rating follows the “weakest link principle,” determining the enterprise’s performance level based on the lowest level of each indicator. When a company is involved in multiple key industries, each industry is rated separately, and the lowest level in each involved industry is used as the enterprise’s overall performance level.

上海市:上海市城镇污水排入排水管网许可告知承诺管理办法

Shanghai Municipality: Administrative Measures for the Notification-and-Commitment System for Permits for Discharging Urban Sewage into Drainage Pipe Networks in Shanghai Municipality

为优化排水许可行政审批程序,完善管理方式,提高行政效率,强化事中事后监管,依据《城镇排水与污水处理条例》《上海市排水与污水处理条例》《城镇污水排入排水管网许可管理办法》《上海市行政审批告知承诺管理办法》等规定,结合上海市实际,制定本办法。

本办法所称的上海市城镇污水排入排水管网许可告知承诺,是指申请人提出排水许可审批申请,各区水务局及临港新片区管委会一次性告知其审批条件和办理要求,申请人以书面形式承诺其符合排水许可审批条件,由各区水务局及临港新片区管委会作出行政审批决定的方式。

本办法适用于在上海市从事建筑活动向城镇排水设施排放污水的企业事业单位、个体工商户。

In order to optimize the administrative approval procedures for drainage permits, improve management methods, enhance administrative efficiency, and strengthen interim and post-event supervision, the Measures were formulated in accordance with the “Regulations on Urban Drainage and Sewage Treatment”, the  “Regulations of Shanghai Municipality on Drainage and Sewage Treatment”, the“Administrative Measures for the Licensing of Discharge of Urban Sewage into the Drainage Network ”, and the “Administrative Measures for the Notification and Commitment of Administrative Examination and Approval in Shanghai”, in combination with the actual circumstances of Shanghai.

The term “Shanghai Municipal Notification-and-Commitment System for Permits for Discharging Urban Sewage into Drainage Pipe Networks” as used in the Measures refers to an administrative approval mechanism in which the applicant submits an application for a drainage permit, the district water authorities and the Administrative Committee of the Lingang New Area then provide a one-time notification to the applicant regarding approval conditions and requirements. Furthermore, the applicant provides a written commitment affirmation that it meets the permit approval conditions. Eventually, the district water authorities and the Administrative Committee of the Lingang New Area makes the administrative approval decision.

The Measures apply to enterprises, public institutions, and individual businesses engaged in construction activities in Shanghai that discharge wastewater into urban drainage facilities.

上海市:关于开展上海市危险废物“五即”规范化和“一码贯通”工作的通知

Shanghai Municipality: Notice on Carrying Out the “Five Instant Requirements” Standardization and the “One-Code Integration” System of Hazardous Waste Management in Shanghai

通知旨在强化危险废物实时动态监控,加快推进本市危险废物“五即”规范化建设,实现电子标签“一码贯通”全过程应用。

依托上海市危险废物管理信息系统,推行危险废物产生端“五即”规范化(即产生、即包装、即称重、即打码、即入库),打通危险废物包装赋码后入库、转移出库、自行利用处置、经营单位接收入库、利用处置各环节的实时扫码流转,实现本市危险废物重点监管单位的危险废物从产生到处置全过程信息流和废物流合一的“一码贯通”跟踪管理。

通知适用于各区产生危险废物的重点监管单位、本市危险废物经营单位(含持有危险废物经营许可证单位、收集单位、豁免利用处置单位)。鼓励其他具备条件的简化管理单位和登记管理单位参与。

The notice aims to strengthen real-time dynamic monitoring of hazardous waste, accelerate the standardized construction of the “Five Instant Requirements” for hazardous waste in the city, and realize the full-process application of electronic tags with “One-Code Integration”.

Relying on the Shanghai Municipal Hazardous Waste Management Information System, the “Five Instant Requirements”standardization of hazardous waste generation (instant generation, instant packaging, instant weighing, instant coding, and instant warehousing) is promoted. This enables real-time scanning and circulation of hazardous waste at each stage, from packaging and coding to warehousing, transfer, self-utilization and disposal, receipt and warehousing by operating units, and utilization and disposal. This achieves “One-code Integration” tracking management of the entire process of information flow and waste flow of hazardous waste from generation to disposal for key hazardous waste supervision units in the city.

This notice applies to key regulated entities that generate hazardous waste in each district, as well as hazardous waste management entities in Shanghai (including entities holding hazardous waste management licenses, collection entities, and entities exempt from utilization and disposal). Other entities with simplified management and registration management qualifications are encouraged to participate as well.

山东省:山东省消防条例

Regulations of Shandong Province on Fire Fighting and Prevention

条例于1998年正式发布施行,历经2004年、2015年两次修正和2011年全面修订,条例共77条,主要针对消防安全职责、公共消防设施、建筑物消防安全、单位消防安全、消防组织、灭火救援等作出规定。

本次修订明确单位主要负责人和相关负责人分别承担消防安全责任;明确支持大数据、物联网等先进技术应用,提出消防控制室与消防远程监控系统联网并实现控制功能的,可由一人值班。

The Regulations were officially promulgated and implemented in 1998. They were amended twice in 2004 and 2015 and comprehensively revised in 2011. The regulations consist of 77 articles and mainly stipulate the responsibilities for fire safety, public fire protection facilities, fire safety of buildings, fire safety of units, fire organizations, fire fighting and rescue.

This revision clarifies that the principal person in charge and relevant persons in charge of the unit shall bear fire safety responsibilities respectively; it also explicitly supports the application of advanced technologies such as big data and the Internet of Things, and proposes that if the fire control room is connected to the fire remote monitoring system and realizes control functions, one person can be on duty.
