全国人大常委会法制工作委员会：关于《生态环境法典绿色低碳发展编（草案二次审议稿）》、《生态环境法典生态保护编（草案二次审议稿）》、《生态环境法典总则编（草案二次审议稿）》征求意见的公告
《生态环境法典(草案)》于2025年4月提请十四届全国人大常委会第十五次会议进行初次审议，并公开征求意见，共收到3154人次提出的11176条意见。2025年9月8日，《生态环境法典(草案)》的总则编、生态保护编和绿色低碳发展编草案提请本次常委会二次审议。
总则编二次审议稿进一步扩展生态环境定义的内涵和外延，增加体现生态系统方面的内容，还进一步完善生态环境监测制度、生态环境影响评价制度。
生态保护编草案二次审议稿针对高原特点，加强高原生物物种、生态系统等的科学研究；城乡绿化应当因地制宜，科学选择绿化树种草种，加强监测评估，满足健康、安全、宜居的要求。同时，生态保护编草案二次审议稿进一步完善水资源保护和可持续利用的规定。
绿色低碳发展编草案二次审议稿强化各领域废弃物循环利用，进一步明确回收和利用有关要求；进一步完善能源节约与绿色低碳转型有关规定；进一步总结绿色低碳发展实践情况和需要，充实相关制度措施。
TheDraft Ecological and Environmental Code was submitted to the 15th Session of the Standing Committee of the 14th National People’s Congress for the first deliberation in April 2025, and public opinions were solicited. A total of 11,176 opinions raised by 3,154 people were received. On September 8, 2025, the drafts of the General Provisions Volume, Ecological Protection Volume and Green and Low-Carbon Development Volume of the Draft Ecological and Environmental Code were submitted to this Session of the Standing Committee for the second deliberation.
The Second Deliberation Draft of the General Provisions Volume further expands the connotation and extension of the ecological environment definition, adding content on ecosystems and improving the ecological environment monitoring system and the ecological environment impact assessment system.
The Second Deliberation Draft of the Ecological Protection Volume emphasizes scientific research on plateau biological species and ecosystems based on characteristics of plateaus; urban and rural greening shall be adapted to local conditions, with scientific selection of tree and grass species for greening, and strengthened monitoring and evaluation to meet the requirements of health, safety and livability. It also improves the provisions on the protection and sustainable utilization of water resources.
The Second Deliberation Draft of the Green and Low-Carbon Development Volume strengthens the recycling of waste in various fields and further clarifies the relevant requirements for recycling and utilization; improves the provisions on energy conservation and green and low-carbon transformation; summarizes the practice and needs of green and low-carbon development, and supplements relevant institutional measures.

生态环境部、国家疾病预防控制局：关于发布《重点控制的土壤有毒有害物质名录（第一批）》的公告
根据《中华人民共和国土壤污染防治法》的规定，国务院生态环境主管部门结合新污染物治理等工作要求，将18种（类）易于留存于土壤环境中且对生物体有毒性和致癌性的化学物质纳入《名录》。通过筛选出需要重点控制的有毒有害物质，进一步明确需要重点加强管理的土壤中有毒有害物质的种类，强化其监测监管，控制其产生、排放、渗漏、流失和扬散，提高监管针对性和有效性，减少其对土壤的污染风险。
根据我国国民经济行业分类标准，这些物质共涉及一级行业分类3类，分别是采矿业，制造业，电力、热力、燃气及水生产和供应。
In accordance with the provisions of the Soil Pollution Prevention and Control Law of the People’s Republic of China, the competent department of ecology and environment under the State Council, in line with the work requirements of new pollutants management, has defined 18 types (categories) of chemical substances which are persistent in the soil environment and toxic and carcinogenic to organisms in the Catalogue. By screening out the priority toxic and hazardous substances, MEE further determines the types of toxic and hazardous substances for soil contamination management, to strengthen the monitoring and supervision of these substances, by controlling their generation, discharge, leakage, loss and dispersion, and improving the pertinence and effectiveness of supervision, so as to reduce the risks of soil pollution caused by these substances.
According to China’s national economic industry classification standards, in total 3 primary industry categories are mainly related to the use of these substances, namely mining industry, manufacturing industry, and production and supply of electricity, heat, gas and water.
工业和信息化部、国家发展改革委、生态环境部：关于发布《国家工业资源综合利用先进适用工艺技术设备目录（2025年版）》的公告
为加快推动工业固废源头减量和规模化利用，提升再生资源综合利用水平，编制了本目录。
目录涵盖的工艺技术设备主要面向工业固废减量化、工业固废综合利用、再生资源回收利用、机电产品再制造四个领域。目录具体包括工艺技术设备名称、工艺技术装备简介、关键技术及主要技术指标、具体适用范围的内容。
This Catalogue has been established to accelerate the source reduction and large-scale utilization of industrial solid waste, and enhance comprehensive utilization of renewable resources.
The processes, technologies and equipment in this Catalogue mainly focus on four aspects: reduction of industrial solid waste, comprehensive utilization of industrial solid waste, recycling and utilization of renewable resources, and remanufacturing of mechanical and electrical products. The Catalogue mainly includes the name of the processes, technology and equipment, brief introduction, key technologies and major technical indicators, and specific scope of application.

生态环境部办公厅：关于公开征求国家生态环境标准《重点监管单位土壤污染隐患排查整改技术指南（征求意见稿）》意见的通知
本标准规定了土壤污染重点监管单位土壤污染隐患排查整改的内容、方法和技术要求。
This standard specifies the contents, methods and technical requirements for the soil pollution hazards investigation and rectification carried out by the key supervised units for soil pollution.
市场监管总局标准技术司：关于征求《缺氧作业安全通用要求》等14项拟立项强制性国家标准项目意见的通知
现行《缺氧危险作业安全规程》（GB 8958-2006）虽适用于“缺氧危险作业场所及人员防护”，但技术内容主要聚焦“有限空间缺氧环境”，而2020年国家强制标准《有限空间作业安全技术规范》已对此类环境作出系统规定。《危险化学品企业特殊作业安全规范》（GB 30871-2022）等标准也对危化品企业的有限空间作业提出了要求。为避免标准适用范围的重复，修订本标准。
此外，在石化、煤化工、医药（涉及窒息性物质）、采矿、交运施工、水下科研生产等领域，存在大量具有缺氧风险的非有限空间作业场所。
修订后标准将覆盖所有存在潜在或明显缺氧风险的作业场所及其风险级别，从通用性、关键性安全防护措施入手修订技术要求。
Although the current Safety Regulation for Working Under Hazardous Condition of the Oxygen Deficiency (GB 8958-2006) applies to “working sites with hazardous condition of the oxygen deficiency and personnel protection”, its technical content mainly focuses on the “oxygen deficiency environment in confined spaces”. However, the national mandatory standard Safety Technical Specifications for Confined Space Operations has already made systematic provisions for such environments in 2020. Standards such as Safety Specifications of Special Work in Hazardous Chemicals Enterprises (GB 30871-2022) have also stipulated requirements for confined space operations in hazardous chemical enterprises. To avoid overlaps in the scope of application of standards, this standard is revised.
In addition, in sectors such as petrochemicals, coal chemical industry, pharmaceuticals (involving asphyxiating substances), mining, transportation construction, and underwater scientific research and production, there are a large number of non-confined space operation sites with oxygen deficiency risks.
The revised standard will cover all operation sites with potential or obvious oxygen deficiency risks and their risk levels. The revision of the technical requirements will focus on general and key safety protection measures.

This document specifies the basic requirements, work procedures, institutional setup, system construction, training and examination, risk classification and control, hazard inspection and management, information construction, communication and performance evaluation, continuous improvement, document and record control, etc., for the dual prevention mechanisms established by special equipment user units.

上海市发展和改革委员会：关于贯彻落实《固定资产投资项目节能审查和碳排放评价办法》有关事项的通知
为贯彻落实《固定资产投资项目节能审查和碳排放评价办法》（简称31号令），上海正在组织修订《上海市固定资产投资项目节能审查办法》（简称13号文），本通知明确了过渡期间上海市节能审查相关的事宜。即自2025年9月1日起，上海市范围内固定资产投资项目节能审查按照31号令和13号文执行，13号文与31号令表述不一致的内容，以31号令为准。
To implement the Measures for Energy Saving Review and Carbon Emission Assessment of Fixed Asset Investment Projects (referred to as Decree No. 31), the revision of the Measures for Energy Saving Review of Fixed Asset Investment Projects in Shanghai (referred to as Document No. 13) is being organized. This Notice clarifies processes related to energy saving review in Shanghai during the transition period. Specifically, starting from September 1, 2025, the energy saving review of fixed asset investment projects within the scope of Shanghai shall be implemented in accordance with new rules (Decree No. 31) and Document No. 13; in case of conflicts between the provisions of Document No. 13 and Decree No. 31, Decree No. 31 shall prevail.
重庆市发展和改革委员会：关于印发《重庆市固定资产投资项目节能审查和碳排放评价实施办法》的通知
根据国家发改委《固定资产投资项目节能审查和碳排放评价办法》（简称31号令）修订原《重庆市固定资产投资项目节能审查实施办法》。
修订内容沿袭国家《固定资产投资项目节能审查和碳排放评价办法》，明确市发展改革委将结合本地实际，对于碳排放量较大且可能对本地区碳达峰形势、碳排放强度降低目标完成等产生不利影响的项目同步开展碳排放评价，有关评价范围、评价要求等由市发展改革委另行制定。
The Implementation Measures for Energy Saving Review of Fixed Asset Investment Projects in Chongqing was revised in accordance with the newly revised Measures for Energy Saving Review and Carbon Emission Assessment of Fixed Asset Investment Projects (Decree No. 31) issued by the National Development and Reform Commission.
The revised content followed the newly revised national regulation (Decree No. 31) and clarified that Chongqing Municipal Development and Reform Commission will, in light of local actual conditions, shall determine the applicable scope and criteria to conduct carbon emission assessment along with the project energy saving review. The specific scope and requirements for such assessment shall be established separately by Chongqing Municipal Development and Reform Commission.
本条例完善了节水制度，明确基本管理规定，聚焦“取供用排”推进全过程节水工作，明确本市加强污水再生利用和雨水资源化利用，推动优先使用再生水、集蓄雨水等非常规水。新建、改建、扩建建设项目，应当按照国家和本市有关规定配套建设雨水集蓄利用设施。
This Regulation supplements the water conservation system, clarifies basic management provisions, and focuses on the full life cycle water conservation work covering “water intake, supply, use and discharge”. It specifies that Shanghai Municipality shall strengthen the reuse of reclaimed water and the utilization of rainwater resources, and promote the priority use of non-conventional water such as reclaimed water and stored rainwater. For new, renovated or expanded construction projects, the facilities for rainwater collection and storage shall be built in accordance with the relevant state and Shanghai Municipality provisions.
上海市生态环境局：关于印发《上海市区域空间生态环境评价重点建设项目环评审批名录》的通知
根据《中共上海市委办公厅上海市人民政府办公厅关于加强生态环境分区管控的实施意见》《上海市人民政府关于深化环境影响评价与排污许可制度改革的实施意见》有关规定，制定了本名录。
完成区域空间环评的区域内，符合生态环境管理清单要求的建设项目，按照本名录优化环评分类管理。涉及重点重金属、有毒有害污染物、新污染物排放的项目，以及产业园区规划环评确定的产业控制带范围内的产业项目（不含实验室和小试类研发机构），其环境影响评价类别仍按《<建设项目环境影响评价分类管理名录>上海市实施细化规定（2021年版）执行》。
This Directory is formulated in accordance with the relevant provisions of the Implementation Opinions of the General Office of the Communist Party of China Shanghai Municipal Committee and the General Office of the Shanghai Municipal People’s Government on Strengthening the Zoning Control of the Ecological Environment and the Implementation Opinions of the Shanghai Municipal People’s Government on Deepening the Reform of the Environmental Impact Assessment and Pollutant Discharge Permit System.
For construction projects within the area where the regional spatial environmental impact assessment (EIA) has been completed, also the projects meet the requirements of the ecological environment management list, the project EIA can be optimized in accordance with this Directory. For projects involving the emission of key heavy metals, toxic and harmful pollutants, and new pollutants, as well as industrial projects within the industrial control areas determined by the planning EIA of the industrial park (excluding laboratories and small-scale test R&D institutions), the EIA shall still be implemented in accordance with the Detailed Implementation Regulations of Shanghai Municipality on the Classification Management Directory of Environmental Impact Assessment of Construction Projects (2021 Edition).
