生态环境部：环境监管重点单位名录管理办法
生态环境部近日发布了《环境监管重点单位名录管理办法》，《办法》自2023年1月1日起施行，该办法将废止2017年的《重点排污单位名录管理规定（试行）》。
管理办法将环境监管重点单位分为六类，即水环境重点排污单位、地下水污染防治重点排污单位、大气环境重点排污单位、噪声重点排污单位、土壤污染重点监管单位，以及环境风险重点管控单位，并明确了各类重点单位的认定条件。
其中，地下水污染防治重点排污单位和环境风险重点管控单位是本次修订新增的内容。同一企业事业单位可以同时属于不同类别的环境监管重点单位。
设区的市级生态环境主管部门将负责根据本区域的实际情况确定环境监管重点单位，每年3月底前确定本年度环境监管重点单位名录，并向社会公布。根据现行的环境法律法规，环境监管重点单位应当履行自动监测、信息公开以及额外的一些风险管控的义务，采取措施防治环境污染，防范环境风险。
The Ministry of Ecology and Environment recently released the “Administrative Measures for the List of Key Environmental Supervision enterprises.” The “Measures” will come into effect on January 1, 2023, and supersede Provisions on the Administration of the List of Key Pollutant Discharging Units (Trial) issued in 2017.
The “Administrative Measures” defines six categories of enterprises subject to key environmental supervision, namely, key water pollutant emission enterprises, key groundwater pollutant discharge enterprises, key air pollutant discharge enterprises, key noise emission enterprises, key soil contamination supervision enterprises, and key environmental risk management enterprises. It also sets the criteria for determination.
Among which, key groundwater pollutant discharge enterprises and key environmental risk management enterprises are the newly added categories. Per “Measures”, one enterprise or public institution could be determined as multiple categories of key environmental supervision enterprises at the same time.
The competent department of ecology and environment at the municipal level with districts will be responsible for determining the enterprises subject to key environmental supervision according to the actual situation of the region, and develop list of key environmental supervision enterprises for this year before the end of March every year, and disclose to the public. According to the current environmental laws and regulations, key environmental supervision enterprises should fulfill more obligations, such as automatic online monitoring, environmental information disclosure and some additional risk management and control measures to prevent and control environmental pollution and risks.

国家发展改革委等部门：重点用能产品设备能效先进水平、节能水平和准入水平（2022年版）
National Development and Reform Commission and Other Departments: Advanced Level of Energy Efficiency, Energy Saving Level and Access Level of Equipment for Key Energy-Consuming Products (2022 Edition)
文件参考了相关重点用能产品设备现行能效强制性国家标准，综合考虑我国相关产业技术水平和发展阶段，对标国内外同类产品设备先进能效水平，将房间空气调节器、LED 筒灯等20种有关产品设备能效水平划分为先进水平、节能水平、准入水平三档。
准入水平为相关产品设备进入市场的最低能效水平门槛，数值与现行有关能效标准限定值一致。
文件同时明确依法依规禁止能效低于准入水平的产品设备生产销售，引导重点用能单位实施重点产品设备更新换代和改造升级，督促企业依法依规淘汰老旧落后产品设备。
The document refers to the current mandatory national standards for energy efficiency of relevant key energy-consuming products and equipment, taking the technical level and development stage of relevant industries in China into account, and benchmark the advanced energy efficiency level of similar products and equipment in domestic and overseas markets. The energy efficiency level of products and equipment is rated in three levels: advanced level, energy-saving level, and entry-level.
The entry-level is the minimum energy efficiency level threshold for products and equipment to enter the market, and the value is consistent with the limits set in the current relevant energy efficiency standards.
The document clearly prohibits the production and sale of products and equipment with energy efficiency lower than the entry-level, guides key energy-consuming units to replace and upgrade their key equipment or products, and urges enterprises to phase out old and backward products and equipment in accordance with laws and regulations.

国家发展改革委：固定资产投资项目节能审查办法（征求意见稿）
National Development and Reform Commission: Measures for the Energy Conservation Examination of Fixed-Asset Investment Projects (Consultation Paper)
意见稿是对2016版《固定资产投资项目节能审查办法》的修订，主要修订了以下几个方面：
一是明确节能审查内容，完善能源消耗总量和强度调控， 对化石能源消费、可再生能源消费、原料用能、碳排放等数据提供和应用提出要求。
二是增加管理职责内容，加强部门间工作协调联动。
三是深化“放管服” 改革。要求节能审查机关制定并公开服务指南，为项 目建设单位提供指导和服务，提高工作效能和透明度。
四是强化事中事后监管。
The Consultation Paper is a revision of the 2016 version of the “Measures for the Energy Conservation Examination of Fixed-Asset Investment Projects,” which mainly revised the following aspects:
The first is to clarify the content of energy conservation examination, improve the control of total energy consumption and intensity, and request to provide more data, e.g. fossil energy consumption, renewable energy consumption, raw material energy consumption, and carbon emissions.
The second is to add administration responsibilities and strengthen inter-departmental work coordination and linkage.
The third is to deepen the reform of “decentralization, management and service”. the energy-saving review authority shall formulate and disclose service guidelines, provide guidance and services to project construction units and improve work efficiency and transparency.
The fourth is to strengthen supervision during and after the construction.
《企业温室气体排放核算方法与报告指南 发电设施》适用于纳入全国碳排放权交易市场的发电行业重点排放单位（含自备电厂）使用燃煤、燃油、燃气等化石燃料及掺烧化石燃料的纯凝发电机组和热电联产机组等发电设施的温室气体排放核算。
本次修订进一步规范数据质量控制计划的编制和修订要求，规范数据和信息存证要求；强化对关键参数的过程管理，合理压缩核算技术链条，科学简化参数获取方法，提高核算效率。
“Guidelines for Accounting and Reporting of Greenhouse Gas Emissions of Enterprises, Power Generation Facilities” is applicable to greenhouse gas emission accounting for key emission units in the power generation industry (including self-owned power plants) that are included in the national carbon emission trading market and use fossil fuels such as coal, oil, gas, and blended fossil fuels, pure condensing power units and combined heat and power units.
The revision further standardizes the preparation and revision requirements of the data quality control plan, as well as the data and information storage and certification requirements; strengthens the process management of key parameters, reasonably compresses the accounting technology chain, scientifically simplifies the parameter acquisition method, and improves accounting efficiency.

Zhejiang Province: Work Safety Regulation of Zhejiang Province
浙江省修订了《浙江省安全生产条例》。现行条例于2006年出台，历经了两次修正和2016年的第一次修订，本次修订于2023年3月1日起施行。
《条例》细化安全生产管理制度要求，明确规模较小的生产经营单位可制定综合性安全生产管理制度。《条例》细化重点行业及从业人员人数与专职安全管理人员的配备要求；进一步细化安全生产教育与培训覆盖范围，明确主要责任人与安全管理人员的培训考核要求。条例针对危险作业、使用爆炸性危险物质及机械冲压设备等相关行为提供了原则性的安全防护措施要求。
Zhejiang Province has revised the “Work Safety Regulation of Zhejiang Province.” The current regulations were issued in 2006 and have undergone two amendments and the first revision was made in 2016. The revision this time will come into effect on March 1, 2023.
The Regulation details the requirements for the work safety management system, clarifying that small-scale production and operation units can formulate a comprehensive work safety management system. The regulation refines the assignment ratio of full-time safety management personnel against employees number in key industries, as well as the coverage of work safety education and training, with clear training and assessment requirements for the main responsible persons and safety management personnel. The regulation stipulates work safety measures for high-risk operations, use of explosive hazardous substances, and mechanical stamping equipment in principle.
本法以《中华人民共和国土壤污染防治法》等为根据，结合安徽省实际，制定本办法。共 7 章 48 条，主要规定了规划、标准、详查和监测，预防和保护，风险管控和修复，保障和监督，法律责任等内容。
This Measures is formulated on the basis of the “Law of the People’s Republic of China on the Prevention and Control of Soil Pollution” and in light of the actual conditions of Anhui Province. There are 7 chapters and 48 articles in total, which mainly stipulate the requirements of planning, standards, detailed inspection and monitoring, prevention and protection, risk control and restoration, guarantee and supervision, legal responsibilities, etc.
本《条例》自2023年3月1日起施行。对比国家层面的《固体废物污染环境防治法》,针对废物管理台账的保存做出了规定。并且鼓励产废单位在产生场所、贮存场等关键点位设置视频监控，提高台账记录信息的准确性，并且加强大宗工业固体废物综合利用和无害化处置。
The Regulations will come into force on March 1, 2023. Compared with the “Solid Waste Pollution Prevention and Control Law”, the Regulations make more specific requirements on retention period of waste management ledgers. It encourages waste generators to set up video surveillance at key points such as generation and storage locations to improve the accuracy of information recorded in the ledger, and strengthen the comprehensive utilization and harmless disposal of bulk industrial solid waste.
《条例》将排放较高的非道路移动机械纳入排气污染强化监管，实施信息编码登记制度，纳入排气污染防治重点管理目录的非道路移动机械实施统一编码管理。
《条例》要求非道路移动机械使用单位确保其污染防治装置的正常使用并确保其设备污染物排放达标，不得擅自删改车载终端的数据与内容。
The “Regulations” aims to include non-road moving machinery with high emissions into the supervision of exhaust pollution, implements coding registration system, and implements unified code management for non-road moving machinery that are subject to key management of exhaust pollution prevention and control.
The “Regulations” requires non-road moving machinery users to ensure the normal use of their pollution prevention and control devices and ensure the compliance of pollutant emission standard, and prohibits the arbitrary deletion or alteration on the data and content of the vehicle-mounted terminal.
